New Delhi: Seeking registration of an FIR against police personnel whom she accuses of wrongfully confining her and stopping her from joining a protest against Chief Election Commissioner Gyanesh Kumar, Ratna Singh, legal affairs head of the Cockroach Janta Party (CJP) and a practising advocate, has approached a Delhi court. The application was filed on Saturday, 10 October, before Chief Metropolitan Magistrate Abhinav Pandey at the Saket Court. So far, no order, listing date or police response has been reported.
Two Cars And A Blocked Route
As the plea tells it, Singh was on her way to the Supreme Court with two fellow advocates, to join a lawyers’ protest against the Chief Election Commissioner over the Special Intensive Revision (SIR) of electoral rolls. She alleges that she was not allowed to move from outside her residence, that two cars boxed in her vehicle from front and rear, and that police personnel stood at its doors.

The Explanation She Says She Never Got
Singh states that she asked the personnel for the legal basis of the restriction and was given none. In the plea, she contends that she is being “wrongfully confined and restraint”, which she says threatens her life and liberty. The plea also points to a video of the incident, which the court may view.
The Wider Setting
The application follows the detention of a group of lawyers near the Supreme Court by Delhi Police and central forces during protests against the Chief Election Commissioner. The Supreme Court Bar Association wrote urgently to Chief Justice of India Surya Kant about those detentions, and the CJI is reported to have communicated to the authorities that the lawyers should be released. Delhi Police has earlier described such detentions as preventive measures to maintain law and order.
Allegations Untested
Everything above is the applicant’s case and has not been tested. The court has passed no order and no view on the merits has been expressed. The police personnel concerned have not been reported to have responded, and any position they take will be added when available.
