New Delhi: The Supreme Court is to hear on Friday, October 9, 2026, a challenge to a judgment of the Andhra Pradesh High Court that permits ward delimitation exercises for local bodies in the State to proceed despite a freeze on administrative boundaries imposed for the Census, said to have been ordered by the Registrar General of India. The plea was mentioned for urgent listing on Monday, October 5.

The matter was mentioned before a Bench of Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V. Mohana, which directed that it be listed on October 9. The case number and the title of the petition were not available at the time of writing.

The challenge

The plea is brought by the YSR Congress Party (YSRCP), which challenges the High Court’s October 1 verdict that, as described in the challenge, cleared the way for ward delimitation and the conduct of local body elections. The party contends that the State should complete the full delimitation exercise before the polls are held, and argues that the government is preparing for elections without completing the required steps.

It also questions the use of January data for rural and urban local bodies. Counsel told the Court that a Census exercise was under way, that a freeze applied, and that some wards had nonetheless undergone delimitation, and warned that the election schedule could be announced at any time. These are the submissions of the petitioner.

What the Bench observed

At the mention, Justice Joymalya Bagchi clarified orally that the freezing of municipal boundaries does not apply to wards. That was an observation at the stage of listing and not a ruling on the challenge, and the Court has not decided the question.

The State’s position

The State of Andhra Pradesh has filed a caveat in the Supreme Court so that it is heard before any interim or other order is passed on the plea. The State’s arguments on the challenge are not yet on record before the Court.

Why the hearing matters

Whether a Census-linked boundary freeze extends to the internal division of municipal bodies into wards bears directly on when and how local body elections can be held in the State.
