The Patna High Court has issued notice to the Bihar government and senior police officials on a writ petition filed by educator and YouTuber Khan Sir (Faisal Khan). The Court sought responses from the authorities and scheduled the matter for hearing on July 13, 2026.

The matter came up before Justice Chandra Shekhar Jha in Criminal Writ Jurisdiction Case No. 1183 of 2026. After hearing submissions made on behalf of the petitioner and the State, the Court directed the respondents to file their response and fixed the matter for further hearing on July 13, 2026.
Khan Sir approached the High Court in connection with Kadamkuan Police Station Case No. 418 of 2026.
The petition names several senior officials of the Bihar government and police department as respondents, including the Additional Chief Secretary/Principal Secretary of the Home Department, the Director General of Police, the Senior Superintendent of Police, Patna, and other police authorities.
During the hearing, the Court ordered issuance of notice to all State respondents through both ordinary process and registered post. The petitioner was directed to complete the necessary formalities for service of notice within two weeks.
Appearing for the State, Assistant Counsel to the Advocate General Prabhu Narayan Sharma accepted notice on behalf of all the respondents, thereby dispensing with the need for separate service at this stage.
The High Court further directed the State authorities to file their counter affidavit within four weeks. The petitioner has been granted one additional week thereafter to file a rejoinder affidavit, if required.
Listing the matter for further consideration on July 13, 2026, the Court ordered that the existing position be retained until the next date of hearing.
The Court also directed the petitioner to remove the office objections and defects pointed out in the case records.
The order does not grant any final relief at this stage and primarily seeks the response of the State authorities before taking up the matter for detailed consideration.

The case traces its origins to an incident that allegedly took place outside Khan Global Studies in Patna on the night of June 2, 2026. According to the prosecution, a crowd gathered outside the coaching institute and a disturbance occurred in the vicinity. Subsequently, videos began circulating on social media allegedly showing two security guards firing rifles in public.
The circulation of these videos prompted the police to verify their authenticity and identify the individuals involved. On June 4, 2026, a police team from Kadamkuan Police Station was deputed to investigate the viral footage. The police reached the area near Khan Global Studies and made inquiries with local residents.
According to the prosecution, the individuals seen in the video were identified as private security guards employed at the academy. The police thereafter contacted Khan Sir, who reportedly informed them that the guards had been engaged through APS Security Agency and were not immediately available but would be called. Later the same day, the two guards appeared before the police carrying their rifles and the corresponding firearm licences.
