Allahabad High Court building in Prayagraj

Prayagraj: Observing that two of the respondents appear to be running a racket, the Allahabad High Court has directed the Uttar Pradesh government to inquire into a school in Village Phadgudia, Azamgarh, and a coaching academy allegedly run by the same management, on a writ petition alleging a dummy school racket. The Principal and the Manager of the institution have been asked to be present at the next hearing [Petitioner v. State of Uttar Pradesh and 5 Others].

A single Judge Bench of Justice Siddharth Nandan passed the order.

The directions, and the Court’s remark

The State government must inquire into the Azamgarh school and the coaching academy, examine the school’s management and report on its alleged connection with Shahana International School, Jaunpur. The inquiry report and the personal affidavit of respondent no. 2 are to be filed by November 2, 2026, the date fixed for the next hearing.

The Court observed that respondents 5 and 6 appear to be running a racket, and added:

it is apparently a fraud in the educational system.

The student’s account

According to the petition, Heera Public School and the coaching academy offer residential coaching for NEET, IIT-JEE and CLAT, while the students are shown as registered with another school under the Central Board of Secondary Education, without their knowledge.

The petitioner is a Class XI student. He states that he was shown as a registered student at Shahana International School, Jaunpur, under CBSE, although he denies ever applying, attending classes or paying fees there, and says the CBSE record contains no application, fee receipt, identity card, attendance record or his signature.

He further states that he stayed at a hostel in Phadgudia and attended assessments at the other institution from July 5, 2025 to March 2026. In his account, the Jaunpur school’s records show an admission date of August 12, 2025, by which time he was already at the other institution.

The Court’s observations are prima facie, and the allegations against the institutions are untested. No response from the institutions, CBSE or the State is available at the time of writing, and this report expresses no view on the merits.
