NEW DELHI: The Centre has informed the Supreme Court that the implementation of the SC Collegium’s recommendations for high court chief justice appointments is being delayed due to “sensitive material” held by the government.

Attorney General R. Venkatramani told Chief Justice D.Y. Chandrachud and Justices J.B. Pardiwala and Manoj Misra that the inputs received from the Union government are sensitive.

Revealing this information publicly would not benefit either the institution or the judges involved, he said. Venkatramani proposed submitting these inputs and his suggestions in a sealed cover for the judges’ review.

“I would like to place the inputs and my suggestions in a sealed cover for perusal by the judges,” Venkatramani told the bench.

The Supreme Court will hear the matter again on September 20.

The case concerns a plea by advocate Harsh Vibhore Singhal, who has requested that the Court set a deadline for the Centre to notify the appointment of judges recommended by the collegium.

Singhal’s plea argues that the lack of a fixed timeline allows the government to arbitrarily delay appointments, undermining judicial independence and the constitutional order. It suggests that if no objections are raised or appointments are not made within the set timeframe, the recommendations should be deemed approved.
