A writ petition filed on May 2, 2025, urges the Supreme Court to direct the Centre and states to ensure tourist safety in remote, terrorism-sensitive hill regions. The plea calls for armed security deployment at popular tourist spots.

A fresh writ petition has been filed in the Supreme Court of India by Advocate Vishal Tiwari, who has appeared as petitioner-in-person.
The petition was officially registered on 2nd May 2025 and seeks urgent directions from the Hon’ble Court to improve the safety and health measures for tourists visiting hilly and remote areas in India, especially where there is a high risk of terrorist attacks.

The case has been numbered as Writ Petition (Civil) No. 458/2025, and also includes Interlocutory Application No. 113157/2025, through which the petitioner has sought “PERMISSION TO APPEAR AND ARGUE IN PERSON”, a request made formally in accordance with court procedure.
The petition was officially listed on 5th May 2025 and assigned Process ID 807/2025. It has been placed before Court No. 3 of the Supreme Court.
In the Office Report prepared by the Assistant Registrar dated 3rd May 2025, several key details about the case were mentioned, especially the main reliefs sought by the petitioner.
In his plea, Mr. Vishal Tiwari has requested the Supreme Court to issue necessary directions and orders for the safety of tourists.
The petitioner has clearly requested that the Court:
“Issue a Appropriate writ, Order, Decree in the nature of mandamus and Direct the Union Home ministry and Respondent States to take safety Steps for the protection of tourists Visiting Especially the Hilly States and remote places which are Sensitive in respect to terrorist Attack and deploy Armed security to such remote sight scenes and places where tourists gather in large number;”
In this first prayer, the petitioner wants the Union Government and the respective State Governments to provide better security for tourists, especially in places that are far away, in the hills, or sensitive to terrorism.

He also asks for armed forces to be placed in those spots where tourists often go in large numbers.
The second point mentioned in the petition focuses on the Amarnath Yatra, which is an important spiritual pilgrimage attracting lakhs of people every year.
He states:
“Issue directions for the safe and secure Amarnath yatra which going to start in Jammu and Kashmir;”
This part of the petition seeks specific guidelines and security measures for the smooth and safe conduct of the upcoming Amarnath Yatra in Jammu & Kashmir.

The third relief sought by the petitioner points to the lack of medical services in hilly areas that are popular among tourists.
He urges the Court to order the government to ensure proper health care facilities in these places.
The prayer reads:
“Issue direction for the arrangement of proper medical facilities on tourists places especially the remote hilly and valley areas where tourists visit and gather so that there can be prompt medical aid at the time of any emergency situation;”
This demand is aimed at ensuring that tourists in far-flung and high-altitude areas are not left helpless in case of medical emergencies due to a lack of hospitals or medical camps.
Finally, the petitioner has requested the Court to make sure tourists are educated and trained about how to stay safe in dangerous situations, particularly during possible terrorist attacks.
He asks for proper awareness programs and standard operating procedures to be prepared and implemented. He writes:
“Issue directions for making General guidelines and awareness for tourists how to keep safe during terrorists attacks and protect themselves;”
It is notable that the petitioner is himself an advocate and a member of the Supreme Court Bar Association.
The Office Report confirms that he has been informed about the date of hearing through an official email communication.
According to the registry, no similar case is currently recorded in their system that matches the content or subject matter of this petition.

The Assistant Registrar’s report states that,
“It is further submitted that subject matter of instant matter relates to framing of guidelines to protect guidelines to protect tourists from terrorist attacks in hilly areas by deploying armed security at remote north indian states (hilly areas).”
The petition and the application have now been listed before the Hon’ble Supreme Court for further hearing. The case is being closely watched, especially as it raises vital concerns over the safety of domestic and international tourists in India’s sensitive and remote regions.
