Pahalgam Terror Attack| “Planned, Monitored Plot”: NIA Names Hafiz Saeed As Mastermind, Files Supplementary Chargesheet

The National Investigation Agency filed a supplementary chargesheet naming Lashkar-e-Taiba chief Hafiz Saeed as the principal conspirator behind the 2025 Pahalgam terror attack that killed 26 civilians. The NIA alleged a cross-border conspiracy involving LeT and its proxy outfit, The Resistance Front.

In a significant development in the investigation into the Pahalgam terror attack, the National Investigation Agency (NIA) has filed a supplementary chargesheet naming Lashkar-e-Taiba (LeT) chief Hafiz Saeed as the principal conspirator behind the April 22, 2025 attack that claimed the lives of 26 civilians, including 25 tourists and a local guide.

The supplementary chargesheet was submitted on Sunday before the Special NIA Court in Jammu, marking a major step in the agency’s efforts to establish the alleged cross-border conspiracy behind one of the deadliest terror attacks in Jammu and Kashmir in recent years.

According to the NIA, Hafiz Saeed has been arraigned both in his individual capacity and as the founder and chief of the banned terrorist organisation Lashkar-e-Taiba, as well as its alleged proxy outfit, The Resistance Front (TRF).

The agency has invoked stringent provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967 (UAPA) against Saeed. The charges include offences relating to criminal conspiracy, waging war against India, and other terrorism-related provisions.

The supplementary chargesheet alleges that the attack was conceived, directed and supervised from Pakistan. According to the NIA’s investigation, evidence collected during the probe indicates that Hafiz Saeed played a central role in planning the operation, directing the terrorists involved and monitoring the execution of the attack from across the border.

The agency states that the latest chargesheet incorporates scientific, forensic and technical evidence gathered during the investigation to support its conclusions regarding the alleged conspiracy and the involvement of Pakistan-based operatives.

The latest filing supplements the agency’s earlier 1,597-page chargesheet, expanding upon the evidence already placed before the court. According to the NIA, the supplementary document elaborates on Pakistan’s alleged role in the conspiracy, Hafiz Saeed’s purported involvement and additional material collected during the investigation through forensic examinations, digital evidence and technical analysis conducted after the attack.

The agency had previously filed its first chargesheet on December 15, 2025, naming Pakistan-based handler Sajid Jatt as one of the principal accused. That chargesheet also named three terrorists who were later killed during Operation Mahadev in July 2025, along with two arrested accused and the banned organisations Lashkar-e-Taiba and The Resistance Front, alleging that they had conspired to plan and execute the terrorist attack.

The attack took place on April 22, 2025, when heavily armed terrorists opened indiscriminate fire on a group of tourists visiting Baisaran Valley near Pahalgam in Jammu and Kashmir.

The assault resulted in the deaths of 25 tourists and one local tourist guide, while several others sustained injuries. The incident triggered widespread condemnation across India and internationally, with security agencies launching a massive counter-terror investigation.

An FIR was initially registered at the Pahalgam Police Station. Considering the gravity of the attack and its suspected cross-border dimensions, the Union Ministry of Home Affairs subsequently transferred the investigation to the National Investigation Agency.

The NIA has stated that its investigation remains ongoing and is focused on identifying the complete terror ecosystem allegedly responsible for facilitating the attack.

According to the agency, efforts are continuing to expose the broader network of handlers, conspirators, financiers and operatives allegedly functioning from Pakistan and to bring all those involved in planning and executing the attack within the ambit of the law.

The supplementary chargesheet represents another significant milestone in the NIA’s continuing probe into the Pahalgam massacre, which remains one of the most serious terror incidents investigated by the agency in recent years.
