Comedian Kunal Kamra told a Maharashtra legislature panel he has no regret over his remarks and refused to issue an apology. He said an “insincere” apology would harm artistic freedom, as the probe continues over a breach of privilege complaint.
Comedian Kunal Kamra appeared before a Maharashtra legislature committee on April 9 and clearly stated that he has no regret over his remarks against Maharashtra Deputy Chief Minister Eknath Shinde. He also made it clear that he will not apologise, especially if the apology is not genuine.
The matter arises from a breach of privilege notice issued against Kamra, following a complaint filed by Pravin Darekar. A Privileges Committee of the Maharashtra legislature was formed to examine the issue and question both sides.
After appearing before the committee, Kamra shared his stance on social media, explaining his responses during the questioning. He firmly reiterated his position and refusal to apologise.
He wrote,
“The way I remember the last three questions of my cross-examination this evening — Do you feel remorse? No. Are you sorry about what you said? No. If you tender an unconditional apology, this matter will be looked at differently — No, I can’t, as the apology would not be sincere. Also, it would set a terrible precedent for other artists and their freedom,”
This statement highlights Kamra’s argument that issuing an apology without genuine belief would not only be dishonest but could also negatively impact artistic freedom and freedom of speech in general.
Meanwhile, the chairman of the Privileges Committee, Prasad Lad, confirmed that detailed questioning took place during the hearing. He stated that both Kamra and Darekar were cross-questioned, and Kamra was asked around 24 questions covering various aspects, including constitutional rights and the authority of the Privileges Committee.
Lad further explained the committee’s approach and said,
“Cross-questioning of both Kunal Kamra and Pravin Darekar took place today. Around 24 questions were asked to Kunal Kamra,”
He also added,
“Questions were also raised about constitutional rights and the rights of the Privileges Committee. He answered all the questions. The committee also informed him that if he offers an unconditional apology, the matter would be considered differently. His lawyer stated that they would discuss this with him and send their response to the committee in writing via email,”

The case brings into focus the ongoing debate between legislative privileges and the fundamental right to freedom of speech. While the committee is examining whether Kamra’s remarks amount to a breach of privilege, his refusal to apologise signals a larger legal and constitutional question about the limits of political satire and artistic expression in India.
The final outcome will depend on the committee’s findings and any written response submitted by Kamra through his legal counsel.
