The Patna High Court set aside departmental proceedings and an enquiry report against two Deputy Registrars of Dr. Rajendra Prasad Central Agricultural University, Pusa, holding that the charge memo was issued without fresh approval of the Board of Management as required by Rule 14(3) of the CCS (CCA) Rules and Article 311.
