NEW DELHI: After the tragic terror attack in Pahalgam, Jammu and Kashmir, where 27 people lost their lives, a Public Interest Litigation (PIL) has been filed in the Supreme Court of India.

The PIL has been submitted by Advocate Vishal Tiwari.

He is urging the court to tell the central government and state authorities to take “strong steps to protect tourists who travel to remote and hilly areas, so that attacks like the one in Pahalgam do not happen again.”

This horrifying incident has raised serious concerns about the safety and security of tourists and pilgrims visiting sensitive locations in Jammu and Kashmir. Advocate Tiwari wants the top court to make sure such terror attacks are never repeated.

The plea stated:

“The economy of most North Indian states largely relies on the tourism sector, which witnesses a significant influx of tourists during the summer season. Terrorist attacks can severely affect this sector and, in turn, the region’s economy. Therefore, it is crucial to implement strong safety measures to ensure the protection of tourists. In the recent Pahalgam attack, it has come to light that there were no security arrangements in place, despite the area being sensitive. It is essential to deploy armed security personnel in such regions—especially remote areas frequented by tourists for sightseeing and to experience nature’s tranquility. Only through such preventive measures can we ensure the safety of tourists from terrorist threats.”

In his petition, he has also specifically asked the Supreme Court to give directions that ensure “full safety and protection for pilgrims going on the Amarnath Yatra.”

The Amarnath Yatra is a sacred pilgrimage that attracts thousands of devotees every year. Due to its route through high-altitude and remote areas, security has always been a top concern.

Advocate Tiwari said that attacks like this not only endanger lives but also harm tourism and discourage people from visiting beautiful places in the country. His plea is focused on preventing such crimes in the future by putting better systems in place for the safety of common people.

He has asked for measures such as:

The PIL also highlights that tourists and pilgrims are often soft targets in these attacks, and the government should take extra care to protect them.

In response to Pahalgam attack, The Jammu & Kashmir High Court Bar Association at Jammu, led by its President Advocate K Nirmal Kotwal, released a heartfelt statement on Tuesday.

The association called the incident a “cowardly and inhumane act of violence” that was deliberately aimed at innocent civilians.

Expressing deep sorrow and solidarity, the association extended support to the families of the victims. It further called for a complete Jammu Bandh and the suspension of all judicial work on April 23, urging all civil society organisations to join the protest against terrorism and in honour of those who lost their lives.

Similarly, the Jammu & Kashmir High Court Bar Association at Srinagar, headed by President Advocate Waseem Gul, also issued a strong condemnation of the attack.

The association described the brutal act as a “barbaric assault with no place in a civilized society.”

The Srinagar Bar urged all its members, including advocates, to stay away from court work on April 23 in both the High Court at Srinagar and subordinate courts across Kashmir division. This step was taken as a mark of respect to the victims and to raise a collective voice against the ongoing threat to regional peace.

The Kashmir Jurists Bar Association also spoke out strongly against the incident.

In a joint statement signed by President Altaf Ganderbali and Chief Coordinator Tajamul Chaudhry, the association condemned the attack as an inhuman attack by Pakistan-sponsored terrorists.”

They called for a complete and peaceful Kashmir Bandh on April 23, appealing to civil society and conscientious citizens to stand together against terrorism and show solidarity with the bereaved families.

All three bar associations expressed that the April 22 attack was not only an act of terror but also a direct attack on the values of peace, justice and humanity. In a unified voice, the legal bodies stressed the need for unity and strength among people in these troubling times.

They have also urged the government and security agencies to “swiftly bring the perpetrators to justice and ensure robust preventive measures to protect civilians from such future threats.”

Prime Minister Narendra Modi has strongly condemned the terror attack in Pahalgam, stating that those responsible “will be brought to justice and will not be spared.”

The Prime Minister, who cut short his visit to Saudi Arabia, returned to India early this morning and immediately chaired an important security meeting at the Delhi airport. The meeting included National Security Advisor Ajit Doval and External Affairs Minister S Jaishankar.
