The Supreme Court has taken on record an expert committee report proposing a rank-based NEET-PG system in place of percentiles from 2027, and asked parties challenging the lowered NEET-PG 2025 cut-off to respond.

New Delhi: The Supreme Court on Tuesday took on record the report of a 12-member expert committee in the batch of pleas challenging the decision to lower the qualifying cut-off percentiles for the NEET-PG 2025 examination, and directed that copies be given to all counsel so that their responses can be filed [Petitioners v. National Medical Commission and Others].
A Bench of Justice PS Narasimha and Justice Alok Aradhe heard the matter.
The committee report
The committee, constituted under an earlier order of the Court, has proposed replacing the percentile-based qualifying system with a rank-based system for NEET-PG and NEET-SS from 2027. The National Medical Commission has granted in-principle approval to the proposal, but the regulations to implement it are yet to be framed. The Additional Solicitor General handed over a copy of the report in court.
The hearing
Advocate Satyam Rajput, for the petitioners, drew the Court’s attention to the portion of the report dealing with the reduction of the cut-off, and questioned what difference the shift from percentile to rank would make. Justice PS Narasimha asked what was to be done, and the Bench then recorded:
“Committee constituted pursuant to our order has submitted a report. Learned ASG has handed over the copy of expert committee report. Copies of these report be given to counsels appearing for various parties. Let their responses be filed.”

Why the hearing matters
The petitioners question the decision to lower the qualifying percentile for NEET-PG 2025. The committee’s proposal could change how eligibility for NEET-PG and NEET-SS is decided from 2027, and the parties’ responses to the report will shape the next stage of the hearing. The Court has not ruled on the merits.
