MP Maddila Gurumoorthy Writes to CJI Gavai, NHRC, and NCSC Over Police Brutality in Andhra Pradesh

In his letters, MP Gurumoorthy expressed serious concern over what he described as a pattern of targeted violence against members of Scheduled Castes (SCs), Scheduled Tribes (STs), and Backward Classes (BCs).

Tirupati, Andhra Pradesh – YSR Congress Party (YSRCP) Member of Parliament from Tirupati, Maddila Gurumoorthy, has written strong letters to the Chief Justice of India, the National Human Rights Commission (NHRC), and the National Commission for Scheduled Castes (NCSC), demanding urgent action against repeated police brutality in Andhra Pradesh.

The letters were sent to Chief Justice Bhushan Ramkrishna Gavai, NHRC Chairperson V. Ramasubramanian, and NCSC Chairperson Kishor Makwana.

In his letters, MP Gurumoorthy expressed serious concern over what he described as a pattern of targeted violence against members of Scheduled Castes (SCs), Scheduled Tribes (STs), and Backward Classes (BCs).

He warned that these incidents are not just isolated acts but point to “grave violations of constitutional rights and human dignity.”

In his letter, Gurumoorthy described a disturbing incident that occurred in Tenali, Guntur district, where three young individuals belonging to underprivileged communities were brutally beaten by police officers in uniform, in full public view. The violent episode led to massive public anger and outrage.

He also spoke about the tragic case of Upputhala Harikrishna from Dachepalli in Palnadu district. Harikrishna, from a marginalised community, was wrongly accused in an attempted murder case, illegally arrested, and then severely tortured while in custody. The torture was so brutal that he is now unable to walk.

MP Gurumoorthy pointed out that such acts of custodial violence go directly against the fundamental rights guaranteed by the Constitution of India.

He wrote that the actions of the police in these cases were supported by video evidence, and clearly violated Articles 14, 21, and 22 of the Indian Constitution. He also mentioned that these acts “contravene safeguards laid down by the Supreme Court.”

MP Gurumoorthy strongly stated:

“These are not isolated incidents, They reflect a systemic pattern of custodial violence and targeted harassment of marginalized communities in Andhra Pradesh.”

He urged the top constitutional and human rights authorities to take immediate steps, including:

U. Yellaiah, the father of Upputhala Harikrishna, has also written to the NHRC. He has requested the commission to provide justice and take appropriate action for the custodial torture faced by his son.
