Consumer Court slams Dr. Bhimrao Ambedkar University for 12-year delay in issuing B.Sc. degree; directs payment of Rs. 46,000 to student for mental agony and litigation costs.
Thank you for reading this post, don't forget to subscribe!UTTAR PRADESH: In an important ruling, the District Consumer Disputes Redressal Commission, Mainpuri, has held Dr. Bhimrao Ambedkar University, Agra, guilty of deficiency in service for failing to issue a B.Sc. degree to a student who graduated in 2010.
The Commission, led by President Shri Shashi Bhushan Pandey and Member Smt. Nitika Das directed the university to issue the degree within two months and compensate the complainant with Rs. 46,000.

Background of the Case
The complaint was filed by Shweta Mishra, an advocate, who completed her B.Sc. in 2010 from Baburam Yadav P.G. College, Karhal, affiliated with the respondent university.
On January 1, 2022, she applied online for her degree certificate and paid the requisite fee of Rs. 500. However, despite repeated follow-ups and assurances, the university failed to issue the degree.
With no response to her formal grievance submitted on December 27, 2022, and a legal notice sent on June 6, 2024, the complainant was left with no option but to approach the Consumer Commission, seeking Rs. 2,00,000 in damages for the prolonged delay, Rs. 20,000 for mental anguish, Rs. 5,000 for contractual loss, and Rs. 30,000 in legal expenses.
Despite being served with notice, Dr. Bhimrao Ambedkar University failed to appear before the Commission. On October 16, 2024, service of notice was deemed sufficient, and when the university still failed to respond, the case was heard ex parte from November 30, 2024.
Commission’s Analysis
Upon reviewing the evidence, including mark sheets, the online degree application form, fee receipts, and the legal notice, the Commission concluded that the complainant’s right to receive her degree was clearly established. It noted,
“After passing the B.Sc. examination in 2010 and after submitting the application on the proforma and depositing the requisite fee, it is the complainant’s right to be given the degree, which was not given.”
The Commission observed that the failure of the university to act deprived the complainant of an important legal right, causing prolonged mental and physical anguish.
In its order dated July 16, 2025, the District Consumer Disputes Redressal Commission, Mainpuri, issued several directions against Dr. Bhimrao Ambedkar University.
- Firstly, the university was ordered to issue the B.Sc. degree to the complainant within two months from the date of the order.
- Secondly, the Commission awarded Rs. 40,000 as compensation for the mental and physical anguish suffered by the complainant due to the prolonged delay, directing that the amount be deposited in the Commission’s account.
- Additionally, the university was directed to pay Rs. 6,000 towards legal and notice costs.
However, the Commission rejected the separate claim of Rs. 5,000 for contractual loss, clarifying that such loss was already accounted for under the compensation for deficiency in service. To ensure enforcement, the complainant was also instructed to provide a certified copy of the order to the university within one month.
