CAT Jammu Imposes Rs 10,000 Cost On Senior Advocate For Appearing Without Uniform

Recorded as someone who “seems to be unapologetic” about it, a Senior Advocate has been made to pay Rs 10,000 as costs by the Central Administrative Tribunal, Jammu Bench, for a virtual appearance without uniform.

Jammu: Directing Senior Advocate Jahangir Ganai to deposit Rs 10,000 within one week, the Central Administrative Tribunal (CAT), Jammu Bench, has imposed costs on him for appearing without uniform during a virtual hearing [Mohd Amin Dar v. Agricultural Production Department].

A Bench of Judicial Member Diwakar Singh and Administrative Member Ram Mohan Johri passed the order on October 7, 2026, in O.A. No. 1359/2026. Ganai represented a respondent in the service matter.

Costs, and a week to pay

“a cost of Rs. 10,000/- is imposed upon him”

One week from the date of the order is the time allowed for depositing the amount. The Tribunal has not recorded any finding on the merits of the applicant’s service claim in this order.

Audio first, video later

According to the order, Ganai first joined by audio and made submissions without switching on his video. After repeated requests by the Bench, he turned on the video and was seen not to be in uniform.

The Bench recorded that he “seems to be unapologetic” about appearing without uniform, and that he made derogatory remarks upon the Tribunal.

Why the order matters

The order shows that the dress code for advocates is enforced in virtual hearings as in physical ones, and that a Senior Advocate who appears without uniform and is unapologetic about it can be saddled with costs. The costs were imposed on the counsel, not on the party he represented.
