All Three Pillars of Democracy Must Work Together for Welfare of Citizens: CJI BR Gavai

MUMBAI: Chief Justice of India (CJI) Bhushan Gavai on Wednesday highlighted that all three pillars of democracy, the executive, judiciary, and legislature, must work together for the welfare of citizens, stating that none can function effectively in isolation.

Speaking at the project initiation ceremony of the Maharashtra National Law University (MNLU) campus in Mumbai, CJI Gavai underscored that the core principles of liberty, justice, and equality are deeply embedded in the Indian Constitution.

“The judiciary has neither the power of the sword nor the power of the purse. Unless the executive is on board, it is difficult for the judiciary to provide adequate infrastructure to the judiciary as well as legal education,”

Gavai said.

He also praised the Maharashtra government for its proactive approach toward developing judicial infrastructure, countering claims that the state has lagged in this area.

Commending Chief Minister Devendra Fadnavis for his consistent support in strengthening legal institutions across the state, he noted,

“The infrastructure provided to the judiciary in Maharashtra is one of the best.”

CJI Gavai remarked that legal education in India is evolving rapidly, moving towards practical and skill-based learning. He emphasized that strong infrastructure plays a vital role in nurturing future legal professionals and ensuring quality education.

“Law is an evolving and organic branch,” he said, adding that the facilities being developed at MNLU are “comparable to the best universities in the world.”

Quoting Dr. B. R. Ambedkar, Gavai said,

“A lawyer is also a social engineer who brings the promise of social justice into reality.”

CM Devendra Fadnavis reiterated the state’s commitment to promoting world-class legal education, pointing out that Maharashtra now hosts three national law universities.

“I am sure that very soon the MNLU will be recognised as an international university,”

Fadnavis stated.

He also announced that the upcoming Educity educational hub in Navi Mumbai will host 12 of the world’s top-ranking universities, with seven expected to begin setting up campuses within the next two to three years.
