Speaking at a press conference, Sibal said Gandhi’s revelations demonstrated how democracy in India is under severe threat, claiming that the scale and method of electoral fraud differ from state to state.
“In Maharashtra, it was the addition of votes; in Karnataka and Delhi, manipulation of votes; in Bihar, deletion of votes. This is the scale and nature of the fraud happening,”
Sibal asserted.
Earlier, Rahul Gandhi, the Leader of Opposition in the Lok Sabha, held a press conference at the AICC’s Indira Bhawan headquarters where he claimed to have uncovered “criminal evidence” of electoral manipulation.

According to Gandhi, his party’s research found over one lakh fake or duplicate voters in the Mahadevapura assembly constituency in Karnataka. The alleged irregularities included:
- Duplicate and bulk voters
- Voters with invalid addresses
- Addition of voters over 90 years old
- Misuse of Form 6 for fraudulent registrations
Gandhi accused the BJP and the Election Commission of colluding to commit what he described as a “huge criminal fraud”, a direct attack on the Constitution and democratic integrity.
Sibal sharply criticized the Election Commission’s reaction to Gandhi’s allegations.

Instead of announcing an investigation, the EC reportedly asked Gandhi to submit an affidavit, despite knowing that it could be dismissed for being outside the stipulated 30-day period for such submissions.
“When these facts were disclosed, the EC should have said they will conduct a full investigation and place facts before the people. Instead, they shifted responsibility back to Gandhi,”
Sibal said
Sibal demanded that the citizenship of those found complicit in this alleged electoral fraud should be revoked.
He called Gandhi’s exposé an act of patriotism:
“Only a true patriot can have the courage to present such facts before the people of this country.”

He warned that the Election Commission’s destruction of evidence across the country poses an existential threat to free and fair elections in India.
