Foreign Judges to Witness Justice Surya Kant’s Swearing-In as Chief Justice of India

In a historic moment, foreign Chief Justices and top judges from six countries will attend the swearing-in of Justice Surya Kant as the 53rd Chief Justice of India. The event highlights India’s growing global judicial influence and international legal cooperation.

In a rare and highly important moment in the history of the Indian judiciary, more than a dozen senior judges and Chief Justices from different countries will attend the swearing-in ceremony of Chief Justice of India-designate Justice Surya Kant.

The ceremony will take place on Monday, November 24, at the Rashtrapati Bhavan, marking a new chapter in India’s judicial diplomacy and international legal relations.

Officials associated with the arrangements told Bar & Bench that this is the first time such a large group of foreign judicial dignitaries will be present at the oath-taking ceremony of an Indian Chief Justice.

This development clearly shows the growing respect and global recognition of the Indian Supreme Court and its leadership on the international stage.

Justice Surya Kant will take oath as the 53rd Chief Justice of India.

His elevation comes after a long and distinguished judicial career, during which he has delivered several important constitutional judgments, contributed to major institutional reforms, and consistently worked towards strengthening legal aid services and access to justice for the common people.

His journey in the judiciary reflects dedication to fairness, reform, and the rule of law.

Before being appointed to the Supreme Court of India in 2019, Justice Surya Kant served as the Chief Justice of the Himachal Pradesh High Court, where his work was widely appreciated for efficiency, clarity in judgments, and a people-centric approach to justice delivery.

His experience at both High Court and Supreme Court levels has positioned him as a respected figure within the Indian legal system.

The Union Government has officially shared the complete list of foreign judges and judicial leaders who will attend this historic occasion.

The international delegation includes Chief Justices, Supreme Court judges, and their accompanying family members from Bhutan, Kenya, Malaysia, Mauritius, Nepal and Sri Lanka. Their presence highlights strong judicial cooperation and mutual respect between India and these nations.

• Justice Lyonpo Norbu Tshering, Chief Justice of Bhutan;

• Lhaden Lotay, spouse of Chief Justice of Bhutan.

KENYA

• Justice Martha Koome, Chief Justice and President of the Supreme Court of Kenya;

• Justice Susan Njoki Ndungu, Judge, Supreme Court of Kenya.

MALAYSIA

• Justice Tan Sri Datuk Nalini Pathmanathan, Judge, Federal Court of Malaysia

• Pasupathy Sivapragasam, spouse of Judge, Federal Court of Malaysia

MAURITIUS

• Justice Bibi Rehana Mungly-Gulbul, Chief Justice of Mauritius

• Rebecca Hanna Bibi Gulbul, daughter of the Chief Justice of Mauritius

NEPAL

• Justice Prakash Man Singh Raut, Chief Justice of Nepal;

• Justice Sapana Pradhan Malla, Judge, Supreme Court of Nepal;

• Ashok Bahadur Malla, spouse of Justice Sapana Pradhan Malla;

• Anil Kumar Sinha, former Judge, Supreme Court of Nepal and currently Minister of Law, Justice and Parliamentary Affairs, Government of Nepal;

• Ursila Sinha, spouse of Anil Kumar Sinha.

SRI LANKA

• Justice P Padman Surasena, Chief Justice of Sri Lanka;

• Sepalika Surasena, spouse of the Chief Justice of Sri Lanka;

This high-profile international presence at the oath ceremony is being seen as a symbol of India’s rising influence in global legal affairs.

The ceremony at Rashtrapati Bhavan is expected to be attended by senior government officials, sitting judges of the Supreme Court and High Courts, legal luminaries, and members of the Bar, along with the visiting foreign delegation.
