BHOPAL: Madhya Pradesh’s IAS officer, Nagarjuna B. Gowda, is in the spotlight over allegations related to a massive reduction in a fine for illegal mining. Currently serving as the CEO of the Khandwa District Panchayat, Gowda’s decisions as ADM of Harda are being questioned by RTI activist Anand Jat.

What Happened?

The controversy centers around Path India Company, which was involved in construction work on the Indore-Betul National Highway. During this project, the company allegedly excavated 3.11 lakh cubic meters of gravel soil from Andherikheda without proper permissions.

At the time, the then ADM, Praveen Phoolpagare, issued a fine of ₹51.67 crore to the company. However, after Gowda assumed the position of ADM, the fine was drastically reduced to ₹4,032, sparking outrage and allegations of irregularities.

The Reason Behind the Reduction

Gowda has publicly defended his actions, explaining that:

  • The previous ADM had only issued a notice and had not completed the investigation.
  • When Gowda took over, much of the land in question was already permitted for mining.
  • The Tehsildar’s report and the panchnama lacked proper documentation to prove illegal mining.
  • Arguments against the company had no substantial evidence, including photographs or videos.

He said,

“If there was nothing wrong with the investigation, how could we impose a fine? Everything is legal. If anyone had an objection, they could have appealed. However, even after two years, no one has appealed.”

Allegations

Despite Gowda’s explanation, RTI activist Anand Jat has alleged that there may have been a deal to settle the case. He claims that villagers do possess evidence in the form of photographs and videos, contradicting official reports. The public, particularly on social media, has criticized Gowda, questioning the integrity of the decision.

Nagarjuna B. Gowda is a 2019 batch IAS officer known for his active engagement on social media and for motivating UPSC aspirants. Interestingly, he also holds an MBBS degree and has authored several books. Over the years, he has built a reputation as a diligent officer, making this controversy all the more attention-grabbing.
