KERALA: Today (16th Aug) The Kerala High Court is set to launch an innovative project, “24×7 ON Courts — Open and Networked Courts,” today. This pioneering initiative will be inaugurated by Chief Justice of India D.Y. Chandrachud.
The ON Courts initiative, which will operate entirely online, will streamline court processes from filing to the delivery of judgments. The pilot project will begin in Kollam District in September 2024, focusing on cheque dishonor cases, a major contributor to the backlog of criminal cases in India. If successful, the program could be expanded to other districts in the state.
This online system will allow easy information exchange between litigants, lawyers, and law enforcement, with case files being accessible through the portal. The system will integrate with iCoPS, the software launched by Kerala Police in 2021, allowing for electronic sharing of summons and warrants.
For those without internet access, e-Sewa Kendra centers at court complexes will provide access, and a mobile e-Sewa Kendra, introduced in Idukki’s Thodupuzha, further expands accessibility.
Additionally, CJI Chandrachud will introduce WeSolve, an online platform for alternate dispute resolution. This platform will enable parties to resolve disputes without physical presence, allowing digital negotiation and agreement signing.

As part of the event, the CJI will also announce the restoration of Ram Mohan Palace in Kochi, which will house a digital library and legal research center. The launch will also include a presentation of a Model Digital Courtroom and the introduction of a Learning Management System by the Kerala Judicial Academy to train judicial officers, prosecutors, and police.
Kerala Chief Minister Pinarayi Vijayan will inaugurate two new special courts focusing on SC/ST atrocity cases and offenses under the Banning of Unregulated Deposit Schemes Act. Additionally, State Finance Minister K.N. Balagopal will unveil a new CCTV system at the Kerala HC, while State Law Minister P. Rajeev will open a new security block at the court.
