NEW DELHI: A shocking accident near Dhaula Kuan, Delhi, last September has come under intense scrutiny after police revealed that Navjot Singh, a 52-year-old Deputy Secretary in the Ministry of Finance, could have survived had timely medical attention been provided. The Delhi Police, in a 400-page chargesheet, accused BMW driver Gaganpreet Kaur Makkad of deliberately delaying emergency care, effectively wasting the crucial “golden hour” after the crash.

The Accident

The accident occurred around 1:30 PM on September 14, 2025, near the Delhi Cantonment Metro Station on Ring Road. According to police reports, Makkad’s BMW X5, allegedly traveling at 100–110 km/h on a stretch with a 50 km/h speed limit, first collided with a metro pillar, overturned, and then struck Singh’s motorcycle. The impact killed Singh instantly, while his wife and two others suffered serious injuries.

The post-mortem report revealed that Singh was alive for at least 15 minutes after the collision, a period during which immediate trauma care could have saved him. However, investigators allege that instead of taking the victims to nearby hospitals like Delhi Cantonment Hospital or AIIMS Trauma Centre, Makkad drove them 20 kilometers away to Nulife Hospital in GTB Nagar, a facility with limited trauma care capabilities.

Allegations of Deliberate Delay

The police chargesheet states that an ambulance with a driver and paramedic reached the scene promptly, but Makkad refused assistance, further delaying treatment.

“No fault has been found on the part of the ambulance staff as the accused deliberately refused help,”

the report noted.

Additionally, investigators have uncovered a possible conflict of interest, claiming Makkad has distant family links to Nulife Hospital. Evidence is still being collected regarding the alleged manipulation of medical records. Police also allege that Makkad admitted herself to the ICU despite minor injuries, allegedly to mislead authorities and create a narrative of severe harm.

Legal Proceedings

Following her arrest on September 15, 2025, under the Bharatiya Nyaya Sanhita for charges including culpable homicide not amounting to murder, rash driving, and obstruction of evidence, Kaur was remanded to judicial custody. Her bail plea was considered multiple times, with the court ultimately granting bail on September 27, 2025. Investigations are ongoing, particularly into CCTV footage preservation and hospital record verification.

Victim Background

Navjot Singh, 52, a deputy secretary in the Department of Economic Affairs, died from his injuries, while his wife suffered serious trauma. The accident occurred on September 14 on Ring Road near the Delhi Cantonment Metro Station. The couple had been returning home after visiting Bangla Sahib Gurdwara.
