Bihar Occupies a Distinctive Place in India’s Civilisational Memory: CJI Surya Kant Lays Foundation Stone for 7 Patna HC Projects

CJI Surya Kant inaugurated seven major infrastructure projects at the Patna High Court, including buildings for ADR, IT, administration, parking, and staff. He said the occasion holds deeper resonance in Bihar, a land central to India’s civilisational memory.

Patna: Chief Justice of India Surya Kant inaugurated seven infrastructure projects at the Patna High Court on Saturday.

These projects include an Alternative Dispute Resolution (ADR) building and auditorium, an IT building, an administrative block, multi-level car parking, a hospital, a residential facility for ministerial staff, and an annexe for the office of the Advocate General.

In his address, Justice Kant remarked,

“The laying of foundation stones for the administrative block, the IT block and other facilities of the Patna High Court is very crucial. I believe this occasion assumes a deeper resonance in Bihar, which is a land that occupies a distinctive place in India’s civilisational memory.”

He emphasized “the need for courts to have the resources that enable judicial authority to be exercised meaningfully.”

Currently on a two-day visit to Bihar, he arrived in Patna on Friday.

Justice Kant highlights the idea of capacity building, which he believes is essential for creating a justice system that can handle a growing population, as well as the increasing complexity of litigation and disputes.

He stated,

“The first dimension of this effort is institutional capacity. A modern administrative block functions much like the nervous system of the court,”

He noted that the IT building represents a significant shift from traditional courts that are “paper-heavy and time-intensive” to modern systems that are “data-informed, digitally enabled and user-centric.”

Additionally, the ADR building and auditorium will act as a “place of learning and exchange,” facilitating ADR initiatives and fostering a stronger bond between the Bar and the Bench.

Justice Kant also pointed out the significance of having a hospital on-site, stating that “justice is delivered by human beings and not machines.”
