MUDA Scam || “Details Shared, Not Included”: ED Challenges Lokayukta’s B Report in Special Court

Today, On 8th April, In the MUDA scam case, the Enforcement Directorate (ED) has opposed the ‘B report’ submitted by the Lokayukta police in the Special Court. The ED says that important information it gave was not included in the report. It has asked the court to review the report and allow more investigation. The case is about suspected wrongdoing in land allotments by the Mysuru Urban Development Authority (MUDA).

Bengaluru: A Special Court in Bengaluru convened on Tuesday to examine a petition from the Enforcement Directorate (ED) contesting the Lokayukta police’s ‘B Report’ concerning the MUDA (Mysore Urban Development Authority) ‘scam’ case linked to Karnataka Chief Minister Siddaramaiah.

The ED contended that the Lokayukta police had overlooked crucial information provided by the agency in their ‘B Report.’

Additionally, the ED sought permission to present 27 documents to support its claims.

The ED’s counsel argued,

“The ED is an independent investigative agency and has the authority to question the Lokayukta report. The Supreme Court has stated that an accused involved in money laundering should not be let off easily.”

However, the judge clarified that the ED could not file a separate petition on this matter, stating,

“In this case, you are not allowed to file a separate complaint petition. Therefore, if you wish to submit certain facts in support of the complainants, you may do so.”

The hearing has been adjourned until Wednesday.

The MUDA case involves allegations surrounding the allocation of 14 plots to Siddaramaiah’s wife, Parvathy, in the Vijayanagara area of Mysuru in 2021.

The ED is currently investigating claims that MUDA acquired 3.16 acres of land owned by Parvathy in Kesare village. In February 2025, the Lokayukta police had essentially given a “clean chit” to Siddaramaiah, his wife, his brother-in-law, and others involved in the site allocation case due to insufficient evidence.

The report indicated that there was no political pressure in the allocation of the 14 sites, attributing the fault to MUDA officials.

RTI activist Snehamayi Krishna has since challenged this report, and the ED has also sought to dispute it.

In 2021, the Mysuru Urban Development Authority (MUDA) acquired a 3-acre plot owned by Parvathi Siddaramaiah in Kesare village for development purposes. In exchange, she was allocated plots in the upscale Vijayanagar area of south Mysuru, which are purportedly worth much more than her original Kesare land.

Abraham, President of the Karnataka Anti-Graft and Environmental Forum, has lodged a complaint alleging that Siddaramaiah did not disclose his wife’s land ownership in his 2023 Assembly election affidavit.

The complaint argues that this omission was made “with his full knowledge and with possible ulterior motives” and calls for legal action against Siddaramaiah under Section 125A and Section 8 of the Representation of the Peoples Act, 1950. It also cites breaches of various provisions of the Bharatiya Nyaya Sanhita.
