NEW DELHI: On Thursday, March 4: The Delhi Lieutenant Governor’s (LG) Secretariat expressed concerns regarding alleged violations committed by the Delhi government and its attempts to mislead the courts with the intention of influencing the justice system.
In a letter addressed to the Union Home Secretary, LG Secretariat officials have accused the Delhi government of filing “politically motivated” petitions, presenting “false affidavits,” and creating a “false media narrative.“.
It further alleges that the prevalent norm has become the confrontation between the “GNCTD (Government of the National Capital Territory of Delhi) and the Lt Governor” in various courts rather than seeking collaborative solutions.
“The government expressed frustration as, despite multiple instructions from relevant ministers, officers at the center fail to take action, and the lieutenant governor remains unresponsive to requests made by the ministers.”
The letter also accuses the Delhi government of violating rules and procedures in its dealings with the courts.
It highlights cases related to infrastructure, fund allocation for the Delhi Jal Board, the ‘Farishtey’ scheme, DCPCR, and the classification of conforming and non-conforming wards under the 2021–22 excise policy. These alleged violations, combined with the filing of motivated petitions, are claimed to be part of a strategy to create a false media narrative that maligns the constitutional office of the Lt Governor.
“Lately, there have been concerted attempts at misleading the courts, with an apparent aim of influencing the justice delivery system by way of filing motivated and premeditated petitions and trying to secure an endorsement of the same from the courts by presenting patently false affidavits,” the letter alleged.
In response to the allegations, the AAP government stated that the courts are approached only after officers fail to follow the directions of the ministers. AAP Gov. criticized the Lt. Governor for not taking action against the officers and not responding to requests made by the ministers.
The government argues that encroachments on its jurisdiction are being attempted, despite the Supreme Court’s affirmation of Delhi’s democratically elected government and its accountability to the people.

The Union of India, within the boundaries set by the Constitution, must exercise its powers in a manner that respects the autonomy of the elected state government.
The letter aims to inform the home ministry concerning “unnecessary litigation” in different courts. The AAP government expressed disappointment over attempts to encroach upon the jurisdiction of the government of the National Capital Territory of Delhi.
