Justice Hrishikesh Roy was born in Assam in the year 1960 and completed his schooling from Delhi Public School, Mathura road. He completed his LLB degree  from Campus Law Centre, Delhi in 1982. He started his practice before the Delhi High Court and later started practicing before the Guwahati High Court, thereafter he was designated as the senior counsel in the year 2004 and sworn in as an additional judge of the Guwahati High Court , on 12-10-2006 and eventually served as a permanent judge from 15th July,2008.

Justice Hrishikesh Roy was elevated to the Supreme Court on September 23, 2019, after serving as Chief Justice for a year. He was elevated alongside Justices Krishna Murari, S.R. Bhat, and V. Ramasubramanian.At the time, former Chief Justice of India Ranjan Gogoi, the only judge from Assam, was nearing retirement in three months.

Currently, Justices Hrishikesh Roy and Ujjal Bhuyan, who joined the Supreme Court in July 2023, are the two judges representing Gauhati. Justice Roy is set to retire in January 2025 after completing a tenure of over four years on the Supreme Court bench.
