During the hearing on Friday, the Lucknow bench of the court requested the Director of the Animal Husbandry Department to appear via video-conference at the next hearing.
Additionally, the court raised questions about the quality and sufficiency of the daily provisions for cattle, particularly inquiring what is fed to the animals for the allocated amount of Rs 30 per day.
The court has scheduled the next hearing for September 25.
This directive was issued by a division bench comprising Justices Rajan Roy and Om Prakash Shukla, while hearing a public interest litigation (PIL) filed by Archana Singh Tomar.
One of the significant issues raised by the court was whether a recent survey had been conducted to determine the status of village pastures.
The court sought clarity on whether pastures have remained intact in their original form or whether they have diminished or disappeared over time.
Regarding the status of cow shelters, the state government’s counsel informed the court that Uttar Pradesh currently has 605 operational cow shelters. For each animal in these shelters, the state provides Rs 30 per day for fodder.
However, the court sought further clarification on how this amount is utilized and exactly what is provided for that cost.
The court also expressed interest in understanding the overall management and staffing of these shelters, asking for details on the operational mechanisms and the number of individuals employed in running the facilities.
Furthermore, the court has asked the Lucknow Municipal Corporation for details on the management of Kanji House and Kanha Upvan, a prominent cow shelter in Lucknow.
The next session on this matter promises to shed more light on the condition and administration of cow shelters in Uttar Pradesh, addressing public concerns raised in the PIL regarding the welfare of cattle.
