Justice Brar’s name was first recommended by the Supreme Court Collegium for appointment as a judge in July 2022. This recommendation was reiterated in March 2023, leading to his eventual appointment as an Additional Judge of the High Court.

NEW DELHI: The Central Government, on Wednesday (1st Dec), issued a notification confirming the appointment of Justice Harpreet Singh Brar as a permanent judge of the Punjab and Haryana High Court.
The Ministry of Law & Justice published the notification, stating,
“In exercise of the power conferred by clause (1) of Article 217 of the Constitution of India, the President is pleased to appoint Shri Justice Harpreet Singh Brar, Additional Judge of the Punjab and Haryana High Court, as a permanent Judge of that High Court with effect from the date he assumes charge of his office.”

Justice Harpreet Singh Brar, born on December 20, 1975, in Phulewala village, District Sri Muktsar Sahib, has built a distinguished legal career. His father, the late Gurbachan Singh Brar, served as a Deputy District Attorney and Additional Advocate General for Punjab.

Justice Brar completed his matriculation from DAV High School, Sri Muktsar Sahib, in 1990, earned a Bachelor of Arts from Panjab University in 1995, and obtained his law degree in 1999. He enrolled as an Advocate in 2000 and swiftly advanced in his profession, serving as Additional Advocate General for Punjab from 2009 to 2014. He also represented prominent public bodies, including the Punjab Urban Planning & Development Authority and the Punjab Pollution Control Board.
Active in the legal community, Justice Brar served multiple terms on the Bar Council of Punjab and Haryana and was its Chairman in 2019. Additionally, he was elected President of the Punjab and Haryana High Court Bar Association for two consecutive terms. In recognition of his expertise, he was designated a Senior Advocate in 2021.
Justice Brar has been a strong advocate for legal literacy, pro bono work, and has frequently assisted the High Court as amicus curiae. Specializing in Constitutional and Criminal law, he was appointed as an Additional Judge of the Punjab and Haryana High Court in April 2023, further cementing his esteemed legal legacy.
The Central Government has now approved his elevation to the position of a permanent judge.
The Punjab and Haryana High Court currently operates with 52 judges, against a sanctioned strength of 85, leaving 33 vacancies.
