Jharkhand High Court: Seeks Action Reports on Banned Meat, Illegal Slaughterhouses & Food Safety Violations

JHARKHAND: The Jharkhand High Court has taken strong cognizance of the alleged sale of banned meat across the state. The division bench, comprising Chief Justice Tarlok Singh Chauhan and Justice Sujit Narayan Prasad, directed the State Government and the Director General of Police (DGP) to submit detailed affidavits outlining the actions taken in compliance with previous court orders, especially the one dated 07.08.2024.

The Court observed,

“In addition, the Director General of Police, Jharkhand is directed to file his personal affidavit with regard to the action taken pursuant to the various directions passed by this Court, particularly the directions passed on 07.08.2024.”

The directive was issued while hearing a Public Interest Litigation (W.P.(PIL) No. 5169 of 2023) filed by petitioner Shyamanand Pandey, represented by Advocate Shubham Kataruka. On the other side, the State was represented by Assistant Counsel to the Additional Advocate General, Mr. Yogesh Modi, and the Ranchi Municipal Corporation was represented by Advocate L.C.N. Shahdeo.

Queries Raised by the Court

The High Court has asked the respondents to specifically address the following in their affidavits:

  • Whether any violations of the Jharkhand Bovine Animal Prohibition of Slaughter Act, 2005, have occurred across the state.
  • Whether the existence of a slaughterhouse is mandatory within municipal areas, and whether petty food manufacturers can legally carry out animal slaughter.

  • Whether there are reports of unauthorized slaughterhouses or operators functioning within the state.
  • Whether the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, are being effectively implemented.
  • Whether regular inspections of slaughterhouses are conducted, with documentary proof of health and hygiene practices.
  • The current status of criminal cases registered in light of previous court directions.

The Court has mandated the DGP to file a personal affidavit specifically outlining the steps taken following the Court’s earlier directions.

The matter was accordingly listed for August 26, 2025.
