The Delhi High Court has unveiled a new roster of sitting judges, effective July 1, 2026, reshuffling judicial assignments across Division Benches, Single Benches, Commercial Division, Criminal Benches and the Intellectual Property (IP) Division to streamline case allocation and court functioning.

The Delhi High Court announced a new roster of sitting judges that will come into effect from July 1, 2026, reorganising the allocation of judicial work across Division Benches, Single Benches, Commercial Division, Criminal Benches and the Intellectual Property (IP) Division.
The roster has been issued by Chief Justice Devendra Kumar Upadhyaya and lays down which judges will hear different categories of civil, criminal, constitutional, commercial and tax matters.
Under the new roster, the Bench headed by Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia has been designated as Division Bench-I (DB-I). This Bench will hear all Public Interest Litigations (PILs), suo motu matters, constitutional challenges to Acts, Rules, Regulations and Notifications (except tax matters from 2021 onwards), constitutional challenges impacting criminal investigations and prosecutions, Letters Patent Appeals, miscellaneous writ petitions and commercial appellate matters.
Division Bench-II, comprising Justice V. Kameswar Rao and Justice Manmeet Pritam Singh Arora, has been assigned matters relating to challenges against decisions taken by the High Court on its administrative side, constitutional challenges concerning service law, Intellectual Property Rights (IPR) appellate matters, tender-related writ petitions and commercial appellate cases.
Justice Nitin Wasudeo Sambre and Justice Amit Sharma, sitting as Division Bench-III, will hear Armed Forces service matters, company appeals and related commercial appellate cases. Division Bench-IV, comprising Justice Dinesh Mehta and Justice Rajneesh Kumar Gupta, has been entrusted with income tax appeals, direct tax writ petitions, references under tax laws and appeals under the Chartered Accountants Act.
Division Bench-V, headed by Justice Vivek Chaudhary and Justice Renu Bhatnagar, will deal with appeals arising from Family Courts, RERA appeals, DRT and DRAT matters, and writ petitions concerning MTNL, MCD and NDMC. Division Bench-VI, comprising Justice Prathiba M. Singh and Justice Vikas Mahajan, will hear land acquisition cases, cooperative society matters, street vendor disputes, contempt appeals and specified criminal appeals.
Division Bench-VII, consisting of Justice Navin Chawla and Justice Ravinder Dudeja, has been assigned criminal constitutional matters, criminal appeals, death sentence references, habeas corpus petitions, preventive detention cases, PMLA appeals and FEMA appeals. Division Bench-VIII, headed by Justice C. Hari Shankar and Justice Vinod Kumar, will hear service matters arising from CAT, Armed Forces service disputes and Letters Patent Appeals.
Division Bench-IX, comprising Justice Anil Kshetarpal and Justice Shail Jain, has been assigned indirect tax litigation, including GST, Customs, Central Excise, VAT and municipal tax matters.
Among the Single Benches exercising civil jurisdiction, Justice Sanjeev Narula will hear land reforms and service writ petitions from 2016 onwards. Justice Manoj Kumar Ohri has been assigned labour matters from 2018 to 2023, while Justice Jasmeet Singh will hear DDA matters, education cases and certain banking disputes. Justice Amit Bansal has been allocated matters relating to Railways, Electricity, DJB, MTNL, MCD and NDMC. Justice Neena Bansal Krishna will hear Regular First Appeals from 2020 onwards and service writ petitions up to 2015.
Justice Swarana Kanta Sharma will deal with RTI matters, workplace sexual harassment cases and miscellaneous civil writ petitions, whereas Justice Mini Pushkarna has been assigned labour matters from 2024 onwards and civil contempt petitions. Justice Amit Mahajan will hear labour matters up to 2017 and land acquisition appeals.
Justice Anish Dayal will preside over Waqf Board matters, MACT appeals and company cases. Justice Ajay Digpaul will hear nationalised bank disputes and civil miscellaneous matters, while Justice Harish Vaidyanathan Shankar has been entrusted with matrimonial cases, rent control revisions, transfer petitions and matters under the Public Premises Act.
The criminal roster distributes fresh bail applications, criminal appeals, criminal revisions, criminal writ petitions and criminal miscellaneous matters among Justice Prateek Jalan, Justice Purushaindra Kumar Kaurav, Justice Saurabh Banerjee, Justice Girish Kathpalia, Justice Manoj Jain and Justice Madhu Jain. Justice Vimal Kumar Yadav has been assigned old criminal appeals, subject to specified exclusions.
On the Original Side, commercial and arbitration matters have been allocated among Justice Avneesh Jhingan, Justice Subramonium Prasad, Justice Tushar Rao Gedela, Justice Sachin Datta and Justice Om Prakash Shukla.
The Intellectual Property Division will continue to function through Justice Jyoti Singh and Justice Anup Jairam Bhambhani, who will hear IPR suits, intellectual property disputes and commercial IPR matters.
The roster also provides that all fresh PILs will be listed before the Bench headed by the Chief Justice. Urgent mentioning of fresh matters will ordinarily be made before Division Bench-I, while urgent applications in pending matters will be listed before the concerned roster Bench.
The High Court has further constituted eight Commercial Appellate Division Benches and seven Commercial Division Single Benches for efficient disposal of commercial disputes.
The notification also states that two dedicated Benches have been constituted to hear old criminal appeals in compliance with the Supreme Court’s directions, and that appeals involving prisoners nearing completion of their sentences should be accorded priority for early disposal.
The revised roster will become operational from July 1, 2026, and will govern the allocation and listing of cases before the Delhi High Court until further orders.
