Delhi High Court Forms Expert Committee to Enhance Health Infrastructure in Delhi

Delhi: The Delhi High Court has initiated a comprehensive assessment and improvement plan by establishing a six-member expert committee. This decision underscores the urgent need to enhance medical facilities across state-run and Municipal Corporation of Delhi (MCD) hospitals, addressing long-standing deficiencies that have compromised patient care and access to essential medical services.

The expert committee, chaired by Dr. S.K. Sarin, Chancellor of the Institute of Liver and Biliary Sciences (ILBS), includes esteemed members such as Dr. Nikhil Tandon, Professor and Head of the Department of Endocrinology and Metabolism at AIIMS; Dr. D.K. Sharma of Dr. RP Eye Centre, AIIMS; Dr. Suresh Kumar, Director of Lok Nayak Hospital; Dr. Piyush Gupta, Professor of Pediatrics and Principal at University College of Medical Sciences; and Dr. Deepak K. Tempe, Vice Chancellor of ILBS. Their collective expertise is expected to bring about significant improvements in the healthcare landscape of the capital.

The formation of this committee comes in the wake of the High Court’s observation that the medical infrastructure in Delhi’s government and MCD hospitals is “woefully inadequate,” with a glaring shortage of machines, medicines, and manpower. The court highlighted the critical need for uninterrupted supply of medicine, consumables, and adequate manpower to operate high-end equipment and critical care units in government hospitals. Acting Chief Justice Manmohan, leading the bench, emphasized the dire situation, stating,

“It is apparent that the infrastructure, (be it in the form of machines, medicines or manpower) is woefully inadequate at Delhi hospitals. With only six CT Scan machines being available in nineteen Delhi Government hospitals (which cater to a population in excess of three crores), the infrastructure needs to be ramped up manifold.”

The court’s directive for the committee includes recommending measures to ensure the availability of essential services and proposing ways to optimize existing resources. The committee is tasked with submitting an interim report within four weeks, followed by monthly reports to track progress. The court’s proactive stance reflects a commitment to addressing the healthcare crisis by facilitating a collaborative approach among government entities, without succumbing to a blame game.

Delhi Health Minister Saurabh Bhardwaj’s acknowledgment of the challenges faced by the healthcare system, including a shortage of doctors, paramedics, and non-functional radiological equipment, underscores the urgency of the situation. The minister’s call for expedited hiring and the implementation of a public-private partnership (PPP) model for radiological tests highlights the need for innovative solutions to bridge the gap in healthcare services.

The court also took judicial notice of the financial constraints faced by the MCD, affecting its ability to invest in hospital infrastructure. This recognition points to the broader challenges of funding and resource allocation that impede the enhancement of healthcare facilities in the city.
