The controversial notification designates video conference rooms in police stations as official “Designated Places” for recording evidence of police officers and personnel through video conferencing.
DHCBA’s Stand
In a notice issued on 27 August 2025, the Executive Committee of the DHCBA unanimously condemned the move, terming it as unacceptable and detrimental to the principles of fair trial and independence of the judiciary. The association has expressed concerns that such a provision may compromise the impartiality of evidence recording and could undermine the rights of the accused.
Call for Symbolic Protest
The Bar Association has urged all its members to wear black ribbons while appearing in court as a mark of protest against the notification. This symbolic gesture will continue until the notification is withdrawn by the Lieutenant Governor.
The DHCBA’s notice also appealed to its members to co-operate fully with the collective decision and stand united against the order.
Why the Protest?
Lawyers argue that allowing police stations to be declared as designated places for recording testimony gives the police excessive control over judicial proceedings. Critics fear that such a move could tilt the balance of justice and violate the fundamental principle of separation between the investigative and judicial functions.
