The Allahabad High Court has again directed the Uttar Pradesh government to strictly enforce the ban on Chinese manjha, citing serious risks to human life and birds. The Court stressed that earlier orders, especially ahead of the Makar Sankranti kite-flying season, must be implemented without delay.

The Allahabad High Court has once again reminded the Uttar Pradesh government to strictly implement the ban on the manufacture, sale, and use of Chinese manjha, a dangerous synthetic kite string that has caused many serious injuries and even deaths across the state.

A division bench comprising Chief Justice Arun Bhansali and Justice Kshitij Shailendra made it clear that the state authorities must fully follow earlier court orders related to Chinese manjha, especially during the kite flying season around Makar Sankranti, when the risk of accidents increases sharply.

The High Court was hearing a public interest litigation (PIL) filed by Himanshu Srivastava and two other petitioners. The PIL demanded a complete and effective ban on Chinese manjha.

The petitioners told the Court that despite a clear order passed by the High Court on November 19, 2015, directing strict action against Chinese manjha, it is still easily available in markets and continues to be widely used.

The bench took note of the repeated nature of the problem and expressed serious concern over the continued violation of the ban. The Court observed that Chinese manjha is extremely dangerous not only for people but also for birds, many of which suffer fatal injuries due to the sharp synthetic string.

The judges stressed that the government cannot ignore this issue and has a legal responsibility to take proactive and effective steps as per the 2015 order and similar directions given by the Court in later cases.

The High Court made it clear that mere passing of orders is not enough and what is required is proper enforcement on the ground.

After reiterating its earlier stand, the Court disposed of the PIL while directing the Uttar Pradesh government to strictly and effectively implement all previously issued directions to ensure that the ban on Chinese manjha is followed in letter and spirit.

The order once again highlights the Court’s concern for public safety, environmental protection, and the need for administrative accountability in preventing avoidable injuries and deaths caused by the illegal use of Chinese manjha.
