MUMBAI: The Bombay High Court has called for a new psychiatric and psychological evaluation, along with a Probation Welfare Officer’s report, for Sunil Rama Kuchkoravi, a man convicted of the brutal murder of his mother and the subsequent desecration of her body. This chilling incident occurred on August 28, 2017, in Kolhapur city.
The bench, comprising Justices Revati Mohite-Dere and Shyam Chandak, reviewed the petition filed by the state seeking confirmation of the death sentence awarded to Kuchkoravi by a Kolhapur court in 2021. Kuchkoravi, who has also filed an appeal against his death sentence, is currently undergoing a combined hearing for the confirmation plea and his appeal.
According to the prosecution, Sunil Rama Kuchkoravi committed the gruesome murder of his 63-year-old mother, Yallama Rama Kuchkoravi, at around 2 pm on August 28, 2017, at Makadwala Vasahat in Kolhapur city. The court heard that after killing his mother, Kuchkoravi went on to desecrate her body and allegedly fried some of her organs in a pan before consuming them. This act of heinous brutality shocked the local community and drew widespread condemnation.
During the court proceedings, Advocates Yug Mohit Chaudhry and Payoshi Roy, representing Kuchkoravi, emphasized the need for the state to collect comprehensive background information about the accused in a time-bound manner.
They highlighted several critical aspects that needed examination, stating that-
“The state must collect information regarding the accused’s upbringing, family background, education, socio-economic status, criminal history, history of social instability, and any mental or psychological disorders or isolation experienced by the individual.”
The defense argued that understanding these factors is crucial to present a holistic view of Kuchkoravi’s mental state and background, which could potentially impact the court’s decision regarding the confirmation of his death sentence.
Taking into account the arguments presented, the Bombay High Court directed the authorities to conduct fresh psychiatric and psychological evaluations of Kuchkoravi. Additionally, the court mandated a report from a Probation Welfare Officer to provide a comprehensive assessment of Kuchkoravi’s current mental state and overall psychological profile.

“Kuchkoravi should have the opportunity to present evidence to refute and establish all mitigating circumstances, which can be facilitated through these reports.”
They stressed the importance of a thorough examination of Kuchkoravi’s behavior and mental state since his conviction to ensure a fair assessment of his current condition and any potential for rehabilitation.
In response to this submission, the court directed the prison authorities to provide a detailed report on Kuchkoravi’s conduct and behavior during his incarceration. The report should include any work done by the inmate, as well as observations on any reformative progress and indications of post-conviction mental illness. This detailed report aims to give the court a more exact and complete understanding of the contemporaneous progress made by Kuchkoravi.
