Justice M Nagaprasanna emphasized procedural lapses, lack of stakeholder consultation, and non-compliance with animal cruelty laws. The ruling allows the government to issue a new circular after proper consultation. Responsible pet ownership and liability for injuries were highlighted. The ban was challenged for being arbitrary and discriminatory.
