The Supreme Court Collegium has cleared the elevation of Justice Kaushik Goswami, an Additional Judge of the Gauhati High Court, as a Permanent Judge of that Court. The recommendation, taken at the Collegium’s meeting of September 23, 2026, now goes to the Union Government for the President’s warrant of appointment.
New Delhi: The Supreme Court Collegium has approved the proposal for the appointment of Justice Kaushik Goswami, presently an Additional Judge, as a Permanent Judge of the Gauhati High Court.
According to a statement published on the Supreme Court’s website, the Collegium took the decision at its meeting held on September 23, 2026.

The process
Judges of a High Court are often first appointed as Additional Judges, ordinarily for a term of up to two years, under Article 224 of the Constitution, before being considered for appointment as Permanent Judges. The confirmation of an Additional Judge as a Permanent Judge is recommended by the Supreme Court Collegium and, upon acceptance by the Union Government, given effect through a warrant of appointment issued by the President.
With the Collegium having approved the proposal, the recommendation will be forwarded to the Government for the formal steps that precede the issuance of the appointment warrant.
The Gauhati High Court, with its principal seat at Guwahati, exercises jurisdiction over Assam and the neighbouring north-eastern States within its territorial remit. The confirmation adds to its complement of permanent judges.
