The Supreme Court has issued notices to the Centre and NBEMS on pleas demanding answer key publication for NEET-PG 2025. Justices Pardiwala and Viswanathan stressed transparency while questioning why only a handful of students approached the Court.

New Delhi: The Supreme Court on Friday asked the Centre and the National Board of Examinations in Medical Sciences (NBEMS) to give their response on petitions that want the answer keys of the NEET-PG 2025 exam to be published for students.
A Bench of Justices J B Pardiwala and K V Viswanathan issued notices to the Centre and NBEMS after hearing three different petitions.
The petitions have been filed to demand more transparency in the National Eligibility cum Entrance Test (Postgraduate), especially the disclosure of answer keys.
Earlier, the Supreme Court had already directed that for better transparency, raw scores, answer keys, and the normalisation formula should be made public. The present matter also deals with similar concerns.
During Friday’s hearing, it was brought to the notice of the Court that more than 2 lakh students had appeared for the NEET-PG 2025 exam.
One of the petitions, filed by Meghraj Roy and 19 others, not only seeks disclosure of questions and answer keys but also raises wider issues of transparency in the examination system.
On this, Justice Pardiwala asked:
“In the 2 lac students who appeared in the NEET PG, why only 14 have approached us?”
Senior Advocate Shikhil Suri, who represented one set of petitioners, clarified that the students were not trying to interfere with the counselling process, which will begin after results have been declared.
He said the concern was limited to the non-disclosure of answer keys, which has an impact on a large number of candidates.
Another counsel appearing in the petition filed by Meghraj Roy said that although only 20 students had come before the Court, they had circulated a Google form in which nearly 2000 students had signed in support of the demand.
He requested the Court to de-tag this petition from the other matters since it raised broader questions and was not just restricted to the issue of answer keys.
The Bench issued notices but Justice Pardiwala also gave an oral remark to the students:
“When do you study? You should get out of all this litigation. Concentrate on your studies. If you keep coming here, complaining this is not correct, that is not correct. Stand on your own merit. Out of 2 lacs students who appeared, why do a handful of students have complaints to make?”
The Court has now listed the matter for hearing after four weeks.
The writ petitions argue that measures are needed to make the NEET-PG examination process more transparent. The demand for answer keys is one of the major points.
Previously, on April 29, the Supreme Court directed the publication of raw scores, answer keys, and the normalisation formula for transparency.
On May 30, the Court also ordered that NEET-PG 2025 be conducted in a single shift, while keeping larger issues of transparency for further consideration and comparison with other national-level exams.
