The bench granted NALSA’s counsel six weeks to submit the authority’s perspective on the matter. In a previous hearing in September 2023, the court had requested a detailed report from NALSA on the scheme in question.

New Delhi: The Supreme Court stated On Thursday (28th Nov) that the plea seeking nationwide implementation of the National Legal Services Authority (NALSA) women’s integrated help system is not justiciable.

A bench of Justices Surya Kant and Ujjal Bhuyan remarked that the issue falls within NALSA’s administrative purview.

“These are matters which are not justiciable,” the bench orally conveyed to senior advocate Colin Gonsalves, representing the petitioners.

The plea urged the apex court to direct NALSA to roll out its women’s integrated help system nationwide, citing its successful pilot implementation in Jammu & Kashmir and Chhattisgarh for the past three years.

The bench granted NALSA’s counsel six weeks to submit the authority’s perspective on the matter. In a previous hearing in September 2023, the court had requested a detailed report from NALSA on the scheme in question.

BRIEF FACTS

The petition, filed by advocate Satya Mitra, highlighted the system’s success and called for its expansion across India. It integrates the 181 women helpline, the NALSA legal aid helpline (15100), and various government schemes to ensure seamless access to justice for women and girl survivors of violence.

Petitioners emphasized that extending the system nationwide would not need additional funding, as existing schemes cover the costs, and the required software is freely available. The system aims to provide broader access to justice, welfare entitlements, and NALSA schemes benefiting women, men, children, and marginalized groups.
