NEW DELHI: The Supreme Court of India officially issued an Office Order (F. No. A-G-1/11/1/2023-SCA(G)) confirming the reconstitution of the Gender Sensitisation and Internal Complaints Committee (GSICC).
This step was taken as per Clause 4(2) of the Gender Sensitisation and Sexual Harassment of Women at the Supreme Court of India (Prevention, Prohibition & Redressal) Regulations, 2013.
The reconstitution of the committee has been directed by the Hon’ble Chief Justice of India BR Gavai, in order to keep in place a strong and clear system to handle cases of sexual harassment within the Supreme Court premises.
The purpose of the GSICC is to:
- Stop sexual harassment of women working or visiting the Supreme Court.
- Give a safe, respectful and gender-sensitive working atmosphere.
- Look into all complaints fairly and quickly.
The Order was issued by the OSD/Registrar (Court & Building) under the guidance and approval of the Hon’ble Chief Justice of India.
The new members of the GSICC for the year 2025 are as follows:
- Hon’ble Mrs. Justice B.V. Nagarathna – Chairperson
- Hon’ble Mr. Justice Nongmeikapam Kotiswar Singh – Member
- Ms. Sujata Singh, Registrar – Member & Secretary
- Dr. Menaka Guruswamy, Senior Advocate – Member (Clause 4(2)(b))
- Ms. Nina Gupta, Advocate – Member (Clause 4(2)(b))
- Mr. Soumyajit Pani, Advocate – Member (Clause 4(2)(c))
- Ms. Sakshi Banga, Advocate – Member (Clause 4(2)(c))
- Ms. Prabha Swami, Advocate-on-Record – Member (Clause 4(2)(d))
- Mrs. Sushma Rawat – Member (Clause 4(2)(e))
- Ms. Banuri Swaraj, Senior Advocate – Member (Nominee of CJI, Clause 4(2)(f))
- Ms. Liz Mathew, Senior Advocate – Member (Nominee of CJI, Clause 4(2)(h))
- Ms. Kalpana Yadav, UNFPA Gender and Human Rights Analyst – Member (Nominee of CJI, Clause 4(2)(h))

This move shows that the Supreme Court is serious about making the workplace safe and free from sexual harassment, especially for women. By including highly respected judges, senior advocates, and external experts, the committee becomes more fair and powerful.
A very important addition is Ms. Kalpana Yadav, who is a Gender and Human Rights Analyst from UNFPA (United Nations Population Fund). This shows that India’s top court is trying to follow global standards when it comes to safety at the workplace and women’s rights.
The legal rule under which this action is taken is:
- The Gender Sensitisation and Sexual Harassment of Women at the Supreme Court of India (Prevention, Prohibition and Redressal) Regulations, 2013, especially Clause 4(2), which allows the Chief Justice of India to appoint different types of members from the legal world and outside institutions.
This reconstituted GSICC will help ensure that any complaints of sexual harassment are taken seriously, handled fairly, and resolved on time. This step helps in making the Supreme Court a model for gender fairness and legal accountability.
