Mumbai Court Orders Mental Evaluation of Ex-RPF Constable Chetansinh Chaudhary in High-Profile Train Shootings Case

Mumbai: A Mumbai court on January 21 directed that former Railway Protection Force (RPF) constable Chetansinh Chaudhary be referred to the Thane mental hospital for a medical examination. The decision follows a submission by Akola prison authorities, who reported that Chaudhary is suffering from a mental disorder. During his evaluation, the accused will be lodged in Thane jail, the court ruled.

Background of the Case

Chaudhary stands accused of a horrific shooting spree aboard the Jaipur-Mumbai Central Superfast Express near Palghar railway station on July 31, 2023. The incident resulted in the deaths of:

  • Assistant Sub-Inspector Tika Ram Meena (his senior colleague).
  • Three passengers: Abdul Kadar Mohamed Hussain Bhanpurawala, Syed Saifuddin, and Asgar Abbas Sheikh.

He has been charged under multiple sections of the Indian Penal Code (IPC), including:

  • Section 302 (murder).
  • Section 153-A (promoting enmity between different groups on religious and other grounds).

Additionally, provisions of the Railways Act and the Maharashtra Prevention of Defacement of Property Act have been invoked.

Chaudhary was apprehended after passengers activated the train’s emergency chain near Mira Road station, stopping the train and enabling authorities to detain him with his weapon.

Mental Health Concerns and Court Proceedings

Akola prison authorities informed the court that Chaudhary requires specialized treatment for a mental disorder and requested his transfer to a hospital in Nagpur. However, the prosecution recommended sending him to the Regional Mental Hospital in Thane, considering the logistical convenience for ongoing trial proceedings.

Additional Sessions Judge N. L. More observed that:

  • The trial has already commenced.
  • Akola jail authorities faced difficulties presenting the accused at hearings.
  • Poor internet connectivity in Akola hindered his participation via video conferencing.

The judge stated,

“Therefore, for the convenience of both the jail authorities and the accused, it is preferable that he be referred to a mental hospital in Thane for medical examination.”

Defense Advocate’s Request

Advocate Jaywant Patil, representing Chaudhary, requested that the accused remain in Thane jail until further court orders. The court agreed to this arrangement, ensuring Chaudhary’s mental health evaluation would not disrupt the legal process.
