Today, On 23rd September, A court granted interim bail to the CEO and coordinator of Rau’s IAS Study Circle in connection with the deaths of two students at the Delhi coaching center. The tragic incident raised concerns about the mental health and well-being of students in competitive coaching environments. The bail provides temporary relief as the investigation continues.
New Delhi: The Rouse Avenue Court on Monday granted interim bail to Abhishek Gupta, CEO of Rau’s IAS Study Circle, and coordinator Deshpal Singh until December 7.
The two arrested following the deaths of three civil service aspirants who drowned in the coaching center’s basement in Old Rajinder Nagar, Delhi, on July 27.
Principal District and Sessions Judge Anju Bajaj Chandna approved the bail, requiring both to submit a bail bond of Rs 1 lakh along with two sureties of the same amount. Additionally, Abhishek Gupta must deposit Rs 2.5 crore with the Red Cross by November 30, as directed by the court.
A similar condition had been imposed by the High Court in September when it granted bail to four landowners involved in the case, requiring them to deposit Rs 5 crore to the Red Cross, creating a fund.
The Delhi High Court had earlier granted interim bail to these co-owners of the basement linked to the deaths of the three aspirants.
Justice DK Sharma’s bench had requested the Delhi Lieutenant Governor to establish a committee, overseen by a retired High Court judge, to ensure that no coaching centers operate illegally in basements across Delhi. The court also ordered the four co-owners of the basement to deposit Rs 5 crore with the Red Cross Society.
Previously, the Delhi High Court instructed the CBI to provide a status report identifying the main reasons for the waterlogging in the area, along with rainfall data from that day. The trial court earlier denied bail to the co-owners, holding them liable for allowing the basement to be used illegally as a coaching institute.
The incident in question occurred on July 27, when Kathuria allegedly drove his SUV through a heavily flooded road in front of an IAS coaching center. The vehicle’s passage reportedly caused the water levels to rise sharply, breaching the building’s gates. This sudden influx of water led to the tragic drowning of three students in the basement of the coaching center.
The victims, Shreya Yadav (25) from Uttar Pradesh, Tanya Soni (25) from Telangana, and Nevin Delvin (24) from Kerala, were preparing for civil service examinations at the time of the incident. The catastrophic event has ignited widespread outrage, with significant scrutiny directed towards the coaching center for alleged violations of safety norms and the failure of authorities to enforce regulations adequately.
