Hijab Controversy: Complaint Against Nitish Kumar & Sanjay Nishad Accepted by Court; Hearing on Jan 3

A court in Muzaffarpur has accepted a complaint against Bihar Chief Minister Nitish Kumar and UP Minister Sanjay Nishad over the alleged hijab incident involving a woman doctor. The case is scheduled for a hearing on January 3, 2026.

Hijab Controversy: Complaint Against Nitish Kumar & Sanjay Nishad Accepted by Court; Hearing on Jan 3

MUZAFFARPUR, BIHAR: Bihar Chief Minister Nitish Kumar is at the center of a growing controversy after a formal complaint was filed against him in connection with an alleged hijab-related incident involving a female doctor. The complaint has been accepted by the Court of the Chief Judicial Magistrate (CJM), Muzaffarpur, with the next hearing scheduled for January 3, 2026.

The case has also named Uttar Pradesh Fisheries Minister Sanjay Nishad as an accused.

According to the complaint, the incident allegedly occurred during a ceremony to distribute appointment letters to newly appointed AYUSH doctors held in Patna on December 15. It is alleged that Chief Minister Nitish Kumar held the hijab of a Muslim woman doctor, identified as Nusrat Parveen, and attempted to remove it during the public event.

The complainant has claimed that the alleged act not only caused personal humiliation to the doctor but also hurt the sentiments of women and members of the minority community.

The complaint was filed by Mohammad Raju Naiyar, the State General Secretary of the Bihar Pradesh Minority Morcha, on Friday.

Speaking to the media, Naiyar said:

“The way a person holding a constitutional post behaved with a female doctor is condemnable. We have approached the court in the interest of women’s dignity and justice.”

UP Fisheries Minister Sanjay Nishad has also been named in the case. The complaint alleges that Nishad publicly supported the Chief Minister’s actions, which, according to the complainant, sent a wrong message to society and contributed to public humiliation.

Advocate Suraj Kumar, counsel for the complainant, confirmed that the complaint has been filed under Sections 76, 352, 79, 299, and 302 of the Bharatiya Nyaya Sanhita (BNS).

The court has formally accepted the complaint and will take up the matter during the next hearing.

The controversy has sparked political debate, especially given the presence of senior leaders at the event, including Deputy Chief Minister Samrat Choudhary and Health Minister Mangal Pandey.
