Bihar State Legal Services Authority Launches SITARA Scheme for Transgender Welfare and Justice Access

In a landmark move for the transgender community’s welfare, the Bihar State Legal Services Authority (BSLSA) has launched the “Scheme for Integration of Transgender Persons and their Rehabilitation and providing Access to Justice), 2023” (SITARA, 2023). This initiative, led by Justice Chakradhari Sharan Singh, JAD-1, Patna High Courtcum-Executive Chairman of BSLSA, represents a significant step towards integrating and rehabilitating transgender individuals, ensuring their access to justice.

The primary goal of SITARA, 2023, is to facilitate the effective implementation of the Transgender Person (Protection of Rights) Act, 2019, and Transgender Person (Protection of Rights) Rules, 2020. During the launch ceremony, which saw participation from members of the transgender community, BSLSA officers, and staff in both physical and online modes, Justice Singh highlighted the scheme’s core principles: Integration, Rehabilitation, and Access to Justice for the transgender community.

A recent meeting under Justice Singh’s guidance with various state government departments focused on crucial issues such as identification, skill development, and housing for transgender persons, reflecting a comprehensive approach to their challenges.

Ms. Dhriti Jasleen Sharma, Joint Secretary and In-Charge Member Secretary of BSLSA, provided an insightful overview of the SITARA Scheme and its implementation. She emphasized the manifold benefits it offers for the welfare of transgender individuals. Ms. Neha Niharika, Assistant Registrar, BSLSA, presented the program and welcomed all stakeholders involved.

The event also featured perspectives and grievances from the transgender community. Ms. Reshma Prasad, a member of the National Council for Transgender Persons and founder of the NGO Dostana Safar, along with other community members, shared their experiences. The positive impact of the SITARA Scheme was underscored, representing a beacon of hope and progress, especially significant during the festival of Diwali.

Furthermore, the Bihar State Legal Services Authority, under an amendment in 2017, officially recognizes transgender persons as eligible for Free Legal Aid under Clause 19 of Bihar State Legal Services Authority Regulations, 1998. This move reinforces the authority’s commitment to upholding the rights and justice for the transgender community, marking a positive stride towards inclusivity and equality.
