NEW DELHI: The Supreme Court’s recent directive to remove all stray dogs from Delhi-NCR and place them in shelters has ignited a wave of criticism from political leaders, animal rights groups, and citizens.

On Monday, the court ordered authorities in the National Capital Territory of Delhi, along with Noida, Gurugram, and Ghaziabad, to immediately start picking up stray dogs from all localities and shift them to designated shelters.

Leader of Opposition in the Lok Sabha, Rahul Gandhi, strongly condemned the order, calling it a regressive move that undermines decades of humane, science-backed policy.

“These voiceless souls are not ‘problems’ to be erased. Shelters, sterilisation, vaccination & community care can keep streets safe — without cruelty,”

Gandhi said in a post on X.

He further criticised blanket removals as “cruel, shortsighted, and stripping society of compassion,” stressing that public safety and animal welfare can go hand in hand.

The ruling has triggered protests from animal rights organisations in Delhi. Activists gathered in front of India Gate to voice their opposition, holding placards and chanting slogans against the court’s order. However, police intervened and detained several demonstrators, including dog caregivers.

One caregiver, detained during the protest, said:

“They don’t want us to talk. These people are throwing everyone into jail. I am being detained because I do the noble work of feeding animals.”

PETA India’s Advocacy Associate, Shaurya Agrawal, termed the order “impractical and illogical,” adding that it violates existing Animal Birth Control (ABC) Rules.

According to Agrawal, Delhi has an estimated 10 lakh stray dogs, with only half sterilised despite 24 years given to implement sterilisation programs. He warned that housing all dogs in shelters is unrealistic and could lead to poor conditions.

“Removal of dogs is inhumane, is cruelty in itself, and the conditions within the shelters are going to be very bad… We are exploring all our legal avenues,”

Agrawal stated.
