Delhi CM Rekha Gupta Announces Salary Hike for Law Researchers of Delhi High Court Judges

Chief Minister Rekha Gupta has announced a salary hike for law researchers attached to Delhi High Court judges. The announcement comes while the High Court is already hearing a case on the pending implementation of their revised pay.

New Delhi: Delhi Chief Minister Rekha Gupta on Thursday announced a major relief for law researchers working with Delhi High Court judges. Their remuneration has now been increased from Rs 65,000 to Rs 80,000 per month.

Speaking at an official event, the Chief Minister said,

“In the new budget that my government has presented, we have decided to allocate ₹540 crores for judicial accommodation. We have also decided that each judge would be given 4 law researchers, and we have increased their remuneration. We have decided to pay them Rs 80,000 each.”

The announcement was made during the launch of several digital initiatives including the Delhi High Court Mobile App, the e-HRMS Portal for Judicial Officers, the e-Office Pilot Project, and the onboarding of the MCD Appellate Tribunal/JJBs on the e-Courts system.

The event also marked the beginning of the Digital Preservation of Judicial Records. It was organised by the Information Technology & Artificial Intelligence Committee and the Accessibility Committee of the Delhi High Court.

This development comes even as the Delhi High Court is hearing a case related to the salaries of law researchers. The matter, titled Rushant Malhotra & Ors. vs The Government of NCT of Delhi & Ors, is currently before a Bench of Justice Prathiba M Singh and Justice Rajneesh Kumar Gupta.

In this case, thirteen legal researchers who were attached to High Court judges between 2018 and 2025 are seeking enforcement of a 2023 decision to revise their pay. They argue that the government has failed to implement the decision despite approval.

Back in August 2023, the then Chief Justice of the Delhi High Court had approved the recommendation to raise their monthly remuneration from Rs 65,000 to Rs 80,000 with effect from October 1, 2022. Following this, in September 2023, the Joint Registrar of the High Court formally conveyed the decision to the Delhi Government.

However, the matter remained pending with the government for nearly two years. Due to this delay, the researchers approached the court seeking directions for implementation.

During the last hearing on August 21, 2025, the Delhi Government had assured the Bench that the issue was before a competent authority and that a positive decision would be taken within ten days. The case is now scheduled for the next hearing on September 9, 2025.

This announcement by the Chief Minister is likely to impact the ongoing case and bring relief to the legal researchers who have been waiting for the implementation of the earlier approved pay hike.
