Thank you for reading this post, don't forget to subscribe!PATNA: A domicile certificate was issued to a dog named “Dog Babu,” son of “Kutta Babu” and “Kutiya Devi.” The certificate, bearing an official digital signature and photograph of a golden retriever, listed an address in Patna’s Masaurhi zone and was processed through Bihar’s official Right to Public Service (RTPS) portal.
The case started as viral comic relief on social media, and has now turned into a serious case of forgery and breach of administrative protocol, prompting an FIR, internal inquiry, and potential suspensions.

The strange certificate, issued on July 24, was valid for all legal purposes, including inclusion in electoral rolls under the Election Commission of India (ECI) guidelines. While it was canceled within two minutes of being generated, the damage had already been done. Screenshots went viral, memes flooded X (formerly Twitter), and the state administration found itself at the center of national ridicule.
The document named:
- Dog Babu as the applicant
- Kutta Babu as the father
- Kutiya Devi as the mother
- Mohalla Kaulichak, Ward No. 15, Nagar Parishad Masaurhi, as the residence.
It contained the digital signature of Revenue Officer Murari Chauhan, raising grave concerns about the security of official dongles used for verification.
Patna District Magistrate Thiyagarajan SM confirmed that an FIR has been lodged against the applicant, the computer operator, and the officer involved. He also ordered the Masaurhi Sub-Divisional Officer to submit a detailed report within 24 hours, adding that disciplinary and departmental action will follow.
“This is not a joke but a serious case of tampering with the government’s system,”
said Masaurhi Circle Officer Prabhat Ranjan.
“We suspect misuse of the digital signature dongle and are working with the cyber police to trace the culprits.”
Interestingly, this isn’t Bihar’s first incident of digital embarrassment. A few years ago, a residence certificate was issued to a “Sonalika Tractor” in Munger.
The RTPS system is meant to streamline and digitize public service delivery, offering time-bound issuance of important documents like domicile, income, and caste certificates. But incidents like these expose serious flaws in both technical safeguards and human oversight.
Preliminary investigations revealed that the documents uploaded with Dog Babu’s application belonged to a woman from Delhi, indicating intentional misuse.
The incident comes at a time when the ECI is relying on such certificates for a special intensive revision (SIR) of electoral rolls in Bihar, raising concerns over the potential for mass-scale forgery.
While officials try to fix the mess, the internet did what it does best, turned the incident into comedy gold:
“Where is Billi Mausi?”
twitted one user.
“Bihar is not even for experts,”
another joked.
One meme labeled him “Dogesh Bhai,” a riff on a trending meme character.
Even activist Yogendra Yadav weighed in, sarcastically highlighting that this is the same certificate being used for electoral updates.
