Bill To Remove PM, Chief Ministers: Shashi Tharoor Differs With Congress Again; Supports & Praises Modi

NEW DELHI: Shashi Tharoor, one of the most articulate and widely respected leaders of the Congress Party, has praised Prime Minister Narendra Modi for supporting the contentious 130th Constitutional Amendment Bill, 2025, which has widened the gap between him and his party’s leadership.

In contrast to his party, Shashi Tharoor supported the bill’s principle, stating,

“If you spend 30 days in jail, can you continue to be a minister? This is a matter of common sense… I don’t see anything wrong in this.”

He further said that if the bill is referred to a Parliamentary Select Committee, it would be “a good thing for democracy”, as it allows space for wider debate.

The 130th Amendment Bill: A Contentious Proposal

The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, introduced by Home Minister Amit Shah, proposes that any minister, including the Prime Minister and Chief Ministers, must resign if jailed for over 30 consecutive days, failing which they will be forcibly removed on the 31st day.

The Opposition has slammed the bill, calling it “draconian” and “anti-constitutional.” Congress leader Priyanka Gandhi Vadra argued that this provision could easily be misused to target political rivals by filing cases, jailing them temporarily, and thereby removing them from office without conviction.

This is not the first time Tharoor has departed from the party line. Earlier this week, he criticised the Congress decision to skip a parliamentary discussion on astronaut Shubhanshu Shukla’s achievements, raising more questions.

His differences with the Congress date back to 2021, when he joined the G-23 group of dissenters who openly questioned the Gandhis’ leadership. His remarks praising Modi’s “dynamism” recently intensified speculation about his loyalties.

Despite repeated speculation, Tharoor has denied any plans of joining the BJP, stressing,

“It is not a sign of my leaping to join the Prime Minister’s party… as some people have been implying.”

He also underlined his 16 years of loyalty to the Congress ideology, but admitted there are “differences of opinion with some elements of leadership.”
