Delhi Bar Council has taken big action by revoking the licenses of over 100 lawyers after finding their degrees fake or forged. Authorities said these advocates enrolled with misrepresentation, and strict measures were needed to protect legal integrity.
The Bar Council of Delhi (BCD), following directives from the Bar Council of India (BCI), has permanently struck off over 100 individuals from its advocate roster.
This decisive measure was taken after it was determined that their educational credentials, mainly LL.B degrees and graduation mark sheets, were either fake or forged, as confirmed by the respective universities.
Consequently, the BCD has revoked their licenses to practice law immediately due to fraudulent enrollment based on misrepresentation.
Between June 2023 and September 2025, the Bar Council of Delhi, established under the Advocates Act of 1961, issued a series of notifications listing the names and details of those whose enrollments have been annulled. These actions were executed under the Proviso to Section 26(1) of the Advocates Act, 1961.
The official notifications, endorsed by Col Arun Sharma (Retd), Secretary of the Bar Council of Delhi, stated,
“The action was taken because the advocates’ LL.B /Graduation Degree/Marks Sheet reported to be Fake/Forged and Enrolled with Bar Council of Delhi by Misrepresentation.”
The removal process was initiated after the universities involved reported the degrees as fraudulent. Following these reports, a Sub-Committee of the Bar Council of India conducted the removal proceedings.
The notifications indicate that the orders from the BCI’s Sub-Committee were later “ratified by the General Council of the Bar Council of India,” finalizing the removals.
The grounds for removal extended beyond just fake LL.B degrees. The verification process examined the complete educational history of the enrolled individuals, revealing forged foundational academic certificates in several cases.
For example, Mr. Joginder Chawla was removed due to his B.Com Degree/Mark Sheet being declared fake/forged. Mr. Sahibey Alam lost his enrollment because his Senior Secondary School certificate was identified as fake.
Additionally, Mr. Vaibhav Chauhan was removed after his 10th and 12th Mark Sheets were reported as fraudulent. The B.A degrees of Mr. Shiv Dutt Bakshi, Mr. Saket Kumar, and Mr. Pawan Kumar were also found to be illegitimate.
The notifications highlighted unique circumstances in certain cases. Notably, Mr. Mohd Javed passed away while the removal proceedings were ongoing against him.
In another instance involving Mr. Raminder Singh, the proceedings concluded due to his death “without going on the merits of Fake/Forged LL.B Degree.” Some individuals, such as Mr. Raghunath K. and Mr. Rumman Mati, voluntarily surrendered their enrollment certificates during the process.
In its decision, the Bar Council of Delhi announced that the names of all affected individuals “have been removed permanently from the Roll of the Bar Council of Delhi and License to practice as an Advocates stands cancelled with immediate effect.”
To ensure compliance and prevent these individuals from continuing legal practice, the notifications have been sent to key authorities nationwide, including the Secretary of the Bar Council of India, Secretaries of all State Bar Councils, the Registrar General of the Supreme Court of India, Registrars General of all High Courts, all District & Sessions Judges in Delhi, the Ministry of Law & Justice, and the Commissioner of Police, New Delhi.
Moreover, all Bar Associations have been instructed to display this Notification on their Notice Board.
In at least one case, the removed individuals were explicitly directed to return your original Enrolment Certificate and Identity Card to Bar Council of Delhi immediately.
