Punjab & Haryana HC Chief Justice Sheel Nagu Steps Away From Hearing Big Bribery Case Involving CBI Judge, M3M Director

Punjab and Haryana High Court Chief Justice Sheel Nagu Today (July 3) recused himself from hearing a plea in a major bribery case involving CBI judge Sudhir Parmar and M3M director Roop Bansal. The case has seen multiple twists, judge changes, and serious allegations of corruption.

CHANDIGARH: Chief Justice Sheel Nagu of the Punjab and Haryana High Court decided not to hear a case anymore. This case is about a bribery complaint against a trial court judge.

Chief Justice Nagu said he cannot continue with this case because earlier, he had handled some administrative work related to this matter. At that time, complaints were made about another High Court judge who was first hearing this same case.

Earlier too, the person filing the case had told the court that the Chief Justice should not be hearing it. But back then, the Chief Justice had said clearly,

“There is no express or implied bar on Chief Justice to withdraw any case which is heard and reserved by any particular bench.”

This case is about a complaint made by the Anti-Corruption Bureau of Haryana. It says that Judge Sudhir Parmar, who is a Special Judge handling CBI and money laundering cases, gave unfair help to the owners of M3M and IREO Group in a money laundering case.

One of the directors of M3M Group, Roop Bansal, who is also an accused in the case, has filed this plea asking the court to cancel the case against him.

This plea has become very controversial. Since January 2025, four different judges have been given this matter to hear.

Back in May, after getting some complaints, Chief Justice Nagu took the case away from Justice Mahabir Singh Sindhu. Justice Sindhu had already heard the case in detail and was ready to give his judgment.

After removing it from Justice Sindhu, Chief Justice Nagu started hearing the case himself.

But on May 12, the petitioners told the Chief Justice that he should not be hearing this case, because

“The matter was heard, reserved and listed for pronouncement by Justice Sindhu.”

Still, on May 23, Chief Justice Nagu gave a judicial order and said again that

“There was no express or implied bar on Chief Justice to withdraw any case which is heard and reserved by any particular bench.”

Then on May 27, he also refused to allow the petitioner to withdraw the plea. But now, after all this, he has stepped aside and will no longer hear the case.

As per the Enforcement Directorate (ED), which has filed a separate complaint under the Prevention of Money Laundering Act (PMLA), Judge Sudhir Parmar allegedly took bribes worth Rs 5 to Rs 7 crore from the owners and promoters of IREO Group and M3M Group.

Roop Bansal first went to the High Court in October 2023 to ask for cancellation of the FIR. But he withdrew that plea in January 2025. After that, he filed this current plea, which is now causing all the attention.

Different senior lawyers have appeared in the case at different times.
