From July 1, all 57 jails in Kerala will start using e-filing to help prisoners file appeals digitally. The High Court and Prisons Department have joined hands for this major legal reform.
Thank you for reading this post, don't forget to subscribe!Kochi: The Kerala High Court decided to start digital filing (e-filing) of jail appeals and other petitions from inside all 57 jails in the State. This new system will begin working from July 1.
Till now, when any prisoner wanted to file a legal appeal or petition, it was done by writing on paper and sending it physically to the High Court. But from July 1 onwards, this whole process will go online. Now prisoners can use computers and the internet to directly send their appeals to the High Court without delay.

This decision was taken after a special meeting in December 2024. The meeting was held under the direction of Kerala High Court Chief Justice Nitin Jamdar, along with top officials from the Prisons & Correctional Services Department. After deep discussions and planning, it was finally decided that the e-filing service of the High Court will be extended to all jails.
To make this new system work, special login credentials have been created for all 57 jails in the Case Management System (CMS) of the Kerala High Court. These logins will help jail officials file appeals online in a smooth and secure way.
For proper guidance, two separate Standard Operating Procedures (SOPs) have also been prepared:
- One SOP is made by the Kerala State Legal Services Authority (KeLSA). This SOP talks about making the process the same across all jails. It gives clear instructions on how to get help from legal aid defence lawyers, how to send important documents for appeals, and how to contact the High Court Legal Services Committee.
- The second SOP is made by the High Court’s IT Directorate. This SOP focuses on how jail officials should use the CMS login system to file jail appeals online in the correct and proper way.
To make sure this new system is followed properly in every jail, the Registrar General of the Kerala High Court has written a letter to the Director General of Prisons & Correctional Services.

In the letter, the Registrar General has requested the prison department to take necessary steps to implement the SOPs.
