CHANDIGARH: The Punjab and Haryana High Court has taken a significant step by mandating the formation of a committee to provide compensation to the victims. This move aims to tackle the escalating concern surrounding stray dog attacks and ensure that those affected receive adequate financial support.
The court’s decision comes on the heels of several reported cases of dog bites in the region, underlining the pressing need for action. Addressing this, the court emphasized the urgency of establishing a dedicated committee tasked with evaluating claims and disbursing compensation to victims promptly and fairly.
“Those who suffer dog bites, whether from stray or pet dogs, are entitled to prompt and fair compensation for their pain and suffering.”
-stressed the court in its ruling, highlighting the humanitarian aspect of the issue.
The newly-formed committee carries significant responsibilities, primarily centered around assessing the severity of injuries sustained by victims and determining appropriate compensation amounts. In this regard, the court has laid down specific guidelines, stipulating that the compensation should not be less than Rs 10,000 per teeth mark in cases of severe bites where the skin is torn.
“The financial assistance shall be a minimum of Rs 10,000 per bite mark, and if the skin has been torn or flesh pulled off, a higher amount shall be provided.”
– affirmed the court, underlining the importance of adequately addressing the physical and psychological trauma experienced by victims.
This directive marks a crucial step towards ensuring the well-being of individuals affected by dog bites in Chandigarh. By instituting a structured mechanism for compensation, the court aims to provide relief to victims while also fostering accountability and awareness regarding dog-related safety measures in the community.

The Chandigarh Municipal Corporation found itself under judicial scrutiny for its handling of the city’s stray dog population, with the court holding it accountable for public safety amidst rising concerns over frequent dog attacks on residents. The court’s decision not only highlights the urgency of managing stray dog populations but also underscores the responsibility of local authorities in ensuring the well-being of citizens.
The court’s rebuke was unequivocal, emphasizing the Corporation’s failure in effectively curbing the stray dog menace.
“Since the Municipal Corporation has not effectively managed the growing stray dog menace, it must provide adequate compensation to the victims,”
– remarked the court.
Moreover, the court directive extends beyond mere compensation. It underscores the necessity for a comprehensive approach, emphasizing the importance of implementation and monitoring mechanisms. The court stressed the need for transparency and efficiency in the committee’s functioning, ensuring that the compensation process is streamlined and victims receive timely support.
“The committee’s operations will undergo close monitoring to guarantee transparency and efficiency in the allocation of compensation,”
-noted the court, signaling a commitment to accountability and oversight.
The court’s decision has been met with widespread approval from residents who have long advocated for better management of the stray dog population and support for bite victims. Many see the ruling as a step in the right direction towards addressing a pressing public safety concern.
