Today, On 7th January, The Delhi High Court has issued notice on a PIL seeking action against uninsured and unsafe e-rickshaws after the death of an eight-year-old girl, with a bench led by the Chief Justice examining the matter on Wednesday closely.
New Delhi: The Delhi High Court issued a notice on Wednesday regarding a Public Interest Litigation (PIL) calling for decisive action against uninsured and unsafe e-rickshaws operating throughout the city.
This follows the tragic death of an eight-year-old girl in a road accident in northeast Delhi.
The case was reviewed by a Division Bench led by Chief Justice D.K. Upadhyaya and Justice Tushar Rao Gedela, who issued a notice to all relevant parties.
The PIL was filed by Manish Parashar, the child’s father, with the assistance of advocates Naveen Bamel and Gaurav Arya.

The petition highlights mounting public safety concerns regarding the rampant and poorly regulated e-rickshaws on Delhi’s roads. Parashar’s daughter, Akshi Parashar, was en route to school on August 27, 2025, in an e-rickshaw near Krishna Gali No. 6 in Maujpur’s Jafrabad area when the vehicle overturned, allegedly due to high speed and reckless driving.
The e-rickshaw was reportedly without mandatory third-party insurance, structurally unsound, and operating in a zone where such vehicles are prohibited. Tragically, the child was crushed under the vehicle and died at the scene, while the driver absconded.
An FIR has since been filed at the Jafrabad police station under Sections 281 and 106(1) of the Bharatiya Nyaya Sanhita, 2023.
The plea states,
“The harrowing reality is that e-rickshaws, operating with reckless abandon across the National Capital Territory of Delhi in blatant contravention of established regulations, have morphed into a menacing peril. These vehicles pose grave, life-threatening risks to commuters, pedestrians, and families, culminating in a staggering number of accidents and heart-wrenching fatalities. This intolerable situation ruthlessly tramples upon the inviolable Right to Life enshrined under Article 21 of the Constitution of India, demanding immediate and forceful judicial intervention,”
In seeking urgent action, the petitioner has called on the High Court to direct authorities to enforce existing regulations rigorously, seize uninsured and unfit e-rickshaws, limit indiscriminate registrations, and improve vehicle identification for crime prevention.
Additionally, the plea requests the establishment of a dedicated compensation fund for victims of e-rickshaw accidents, aimed at providing prompt assistance in cases of injury or loss of life.
